These issues are to be addressed at the highest level at the United Nations Conference on Environment and Development (UNCED) which can add a new dimension to the global political will and commitment to effective action. In particular, UNCED should pave the way forward by adopting: - 7 - * an "Earth Charter" or declaration of basic rights and obligations with respect to environment and development; * an agenda for action, "Agenda 21", which will constitute a work programme for the international community for the period beyond 1992 and into the twenty-first century.
