Pending implementation of the High Level Group's recommendations, on which Parliament will state its position, the European Union has defined a strategy for coping with changes resulting from the end of quotas, which translates, it would seem, into specific commitments: producing a draft protocol on the rules of origin, adopting guidelines regarding the textiles-specific safeguard clause for China, putting in place the Community preference system, the likely establishment of a 10% threshold with the aim of preserving the market share of traditional providers of the EU, negotiating at the WTO in order to obtain substantial concessions from emerging countries that maintain high tariffs, as well as erecting non-customs barriers in the textiles and clothing sector and, finally, adopting strategic plans at local level to improve the allocation of public funds. I have in mind in particular funds from the flexibility reserve within the framework of the structural funds and of the 'regional competitiveness and employment' Objective.
En attendant la mise en œuvre des propositions du groupe de haut niveau sur lesquelles le Parlement va se prononcer, l’Union européenne a défini une stratégie pour surmonter les changements résultant de la disparition des quotas, laquelle se traduit, semble-t-il, par des engagements concrets: l’élaboration du projet de protocole sur les règles d’origine, l’adoption des lignes directrices relatives à la clause de sauvegarde spécifique à la Chine concernant les textiles, la mise en place du système de préférences communautaires, la fixation probable d’un seuil de 10% en vue de préserver la part de marché des fournisseurs traditionnels de l’UE, les négociations à l’OMC en vue d’obtenir des concessions substantielles de la part des pays émergents qui maintiennent des droits élevés, ainsi que la mise en place de barrières non douanières en matière de textile et d’habillement et, enfin, l’adoption de plans stratégiques au niveau local afin d’améliorer l’attribution des fonds publics, notamment ceux de la réserve de flexibilité dans le cadre des fonds structurels et de l’objectif «compétitivité régionale et emploi».

Concerning the package of measures the Commission has been preparing to face these challenges raised by the Honourable Member, the Commission wishes to draw attention to the textile communication adopted on 13 October 2004 entitled “Textile and Clothing after 2005 - Recommendations of the High Level Group for textiles and clothing”, where the Commission builds on the work carried out by the High Level Group in which Members of the Parliament participated and proposes several actions to enhance the competitiveness of the European textile industry in a fair post-ATC (Agreement on Textile and Clothing) environment.
Concernant le paquet de mesures que la Commission a préparé pour faire face aux défis soulevés par l’honorable parlementaire, la Commission souhaite attirer l’attention sur la communication relative aux textiles adoptée le 13 octobre 2004, qui s’intitule «L’avenir du textile et de l’habillement après 2005 - Recommandations du groupe de haut niveau «Textile et habillement»». Dans ce document, elle se base sur les travaux réalisés par le groupe de haut niveau, auxquels ont participé des députés européens, et propose plusieurs actions visant à renforcer la compétitivité de l’industrie textile européenne dans un environnement équitable postérieur à l’accord sur le textile et l’habillement.

The Commission will continue to promote its offensive approach, with regard to textiles and clothing products within the Doha Development Agenda negotiations, seeking to obtain conditions of access to third country markets that are both fair and comparable across the world for major textile and clothing producers.
La Commission continuera à défendre son approche offensive en ce qui concerne les produits du textile et de l'habillement dans le cadre des négociations du Programme de Doha pour le développement, et cherchera à obtenir des conditions d'accès aux marchés de pays tiers qui sont à la fois équitables et comparables dans le monde pour les grands producteurs de textiles et de vêtements.

The High Level Group for textiles and clothing has successfully completed the first part of its work, reaching within a very tight deadline a consensus on recommendations in a significant number of areas of strategic importance for the future of the textiles and clothing industry in the enlarged European Union.

We maintain that future negotiations should be conducted thoroughly, without rushing, in order to achieve a balance between the Doha development commitments and the interests of the Union textile and clothing industry.
