Your Rapporteur has taken into consideration the discussions held during the Workshop organised by the Committee on the Internal Market and Consumer Protection on 11 December 2008 as well as the input received by several stakeholders, institutions and academia, such as CEN (European Committee for Standarisation), CEMA (European Committee of Associations of Manufacturers of Agricultural Machinery), Pesticide Action Network-Europe, Orgalime (The European Engineering Industries Association), Julius Kühn-Institute-Federal Research Centre for Cultivated Plants (JKI-Germany) and the Department of Agricultural Engineering and Informatics of the University of Agriculture in Krakow.

Noting the lack of agreement within the Council on Article 10 (national aid) of the proposal for a Regulation on the common organisation of the market in ethyl alcohol of agricultural origin, the Council instructed the Special Committee on Agriculture to expedite its work with a view to seeking, with the assistance of the Commission, a positive outcome to the problems still outstanding and to submit to it a report on the subject to enable it to decide on the matter at a forthcoming meeting.
Le Conseil, ayant constaté l'absence d'un accord en son sein sur l'article 10 de la proposition de règlement portant organisation commune de marché de l'alcool éthylique d'origine agricole, concernant les aides nationales, a chargé le Comité spécial Agriculture de poursuivre activement ses travaux en vue de rechercher, avec le concours de la Commission, une issue positive aux problèmes encore en suspens et de lui présenter un rapport en la matière afin qu'il puisse statuer sur ce dossier lors d'une de ses prochaines sessions.
