4. The Commission shall lay down before the end of 2012, by means of delegated acts in accordance with Articles 7, 8 and 9, a methodology for the calculation and allocation of Fisim, incorporating a risk-adjusted method that adequately reflects the expected future cost of realised risk.

Les États membres effectuent les calculs et la répartition des services d'intermédiation financière indirectement mesurés (SIFIM) dans les comptes nationaux conformément à la méthodologie décrite à l'annexe A. Avant la fin 2012, la Commission arrête, au moyen d'actes délégués et conformément aux articles 7, 8 et 9, la méthode de calcul et de répartition des SIFIM, en y incorporant une méthode adaptée au risque qui reflète comme il convient le coût futur attendu du risque réalisé.

(4) The Commission should use aggregates of national accounts for Union administrative purposes and, in particular, budgetary calculations.

I also agree with the observation made in Mr Wynn’s report on this matter, namely that the Commission should be concerned with the benchmarking criteria and national accounting calculations of each Member State.
