Calls on the Commission and the Vice-President/High Representative, before the end of 2012, to make their joint proposal for a Council Decision defining the arrangements for the implementation of the solidarity clause according to the provisions of Article 222(3) TFEU, clarifying in particular the roles and competences of the different actors; calls, in the interest of coherence, for the Political and Security Committee and the Standing Committee on Internal Security to submit a joint opinion on the implementation of the solidarity clause, taking into account the political and operational dimensions of both clauses, including liaison with NATO; notes that the Council should act by qualified majority voting concerning non-military aspects of mutual aid and assistance; underlines the necessity, in this context, of keeping Parliament fully informed;
10. invite la Commission et la vice-présidente/haute représentante à présenter, avant la fin de l'année 2012, leur proposition conjointe de décision du Conseil définissant les modalités de mise en œuvre de la clause de solidarité conformément aux dispositions de l'article 222, paragraphe 3, du traité FUE, en précisant, en particulier, les rôles et les compétences des différents acteurs; invite, par souci de cohérence, le Comité politique et de sécurité ainsi que le Comité permanent de sécurité intérieure à soumettre un avis conjoint sur la mise en œuvre de la clause de solidarité, en tenant compte des dimensions politique et opérationnelle des deux clauses, y compris la liaison avec l'OTAN; fait remarquer que le Conseil devrait statuer à la majorité qualifiée sur les aspects non militaires de l'aide et de l'assistance mutuelles; souligne, dans ce contexte, la nécessité de tenir le Parlement pleinement informé;

Where Parliament’s consent is required for a proposed legislative act or an envisaged international treaty, the committee responsible may decide, in order to facilitate a positive outcome of the procedure, to present an interim report on the proposal to Parliament with a motion for a resolution containing recommendations for modification or implementation of the proposed act.
