The tragic fires in the Mont-Blanc tunnel and the Tauern tunnel in Austria in 1999 and the recent Gothard fire are rekindling the debate about the level of safety in tunnels and relief and evacuation mechanisms in the event of accidents.

The European Commission has decided to authorise an extension of the Mont Blanc Tunnel concession held by the Società Italiana del Traforo del Monte Bianco (SITMB) company, to enable the latter to comply with the new safety rules for tunnels introduced unilaterally by the Italian and French authorities and adopted following the accident in the Mont Blanc Tunnel in 1999.
La Commission européenne a décidé d’autoriser un allongement de la durée de la concession du Tunnel du Mont-Blanc en faveur de la société concessionnaire, Società Italiana del Traforo del Monte Bianco (SITMB) en vue de faire face aux nouvelles règles en matière de sécurité dans les tunnels, imposées unilatéralement par les autorités italiennes et françaises et adoptées suite à l’accident du Tunnel du Mont-Blanc en 1999 .

In order to ensure that the concession holders remain viable, France has proposed extending the duration of the concessions granted to the motorway companies which operate the Mont Blanc Tunnel (ATMB) and the Maurice Lemaire Tunnel (TML/APRR) by 15 years (until 2050) and 46 years (until 2068) respectively.
Afin d’assurer la viabilité des concessionnaires, la France a proposé un allongement de la durée des concessions de sociétés d’autoroutes du Tunnel du Mont Blanc (ATMB) et du Tunnel Maurice Lemaire (TML/APRR), pour 15 ans (jusqu’en 2050) et pour 46 ans (jusqu’en 2068) respectivement.

The European Commission has decided to authorise State aid in the form of an extension of the concessions for the Mont Blanc Tunnel and the Maurice Lemaire Tunnel to meet the costs arising from the new safety rules for the tunnels adopted following the accident in the Mont Blanc Tunnel in 1999.
La Commission européenne a décidé d’autoriser une aide d’Etat sous forme d’un allongement de la durée de la concession du Tunnel du Mont Blanc et du Tunnel Maurice Lemaire, pour faire face aux coûts engendrés par les nouvelles règles de sécurité dans les tunnels adoptées suite à l’accident du Tunnel du Mont Blanc en 1999.

The Mont Blanc and Fréjus tunnels will now serve as a test to see whether the intention is genuine: the former was closed to traffic following the tragedy whereas the latter has seen a great increase in the transiting of heavy goods vehicles.
On mène pour l'instant un test pour en mesurer la volonté, à savoir les tunnels du Mont-Blanc et du Fréjus : le premier est fermé au trafic depuis la tragédie, tandis que le second a vu le transit des poids lourds se multiplier.

Those in favour of opening the Mont Blanc tunnel to traffic immediately were once again advocating this line of action on health grounds, basing their argument particularly on a document produced by the operating company, which, pompously – and maybe rightly – stated that the Mont Blanc tunnel, rebuilt after the accident, is now the safest in the world.
Pour justifier les bonnes raisons de rouvrir immédiatement le tunnel du Mont-Blanc au trafic, ceux qui étaient pour invoquaient encore une fois les raisons de la sécurité, en se basant surtout sur un document de la Société de gestion, dans lequel il est dit, pompeusement et peut-être aussi à juste titre, qu'aujourd'hui le tunnel du Mont-Blanc, après l'accident, est le plus sûr du monde.
