To enable the Commission to speak with one voice at drugs meetings both in the European Parliament and the Council and in international organisations, there is a drugs coordination unit in the Directorate-General for Justice and Home Affairs.

Regrets the fact that the provisional organisation chart of the EEAS does not include all existing units dealing with crisis response planning and programming, conflict prevention and peacebuilding with the CSDP structures in line with the Madrid agreement; calls in this context for the organisation of regular meetings of a crisis management board to be composed of the CMPD, the CCPC, the EUMS, the EU SITCEN, the peace-building, conflict prevention, mediation and security policy units, the Chair of the PSC, the geographical desks and other policy departments concerned, placed under the authority of the VP/HR and the executive Secretary-General and with the participation of the Commission humanitarian aid, civil protection and internal security structures according to the circumstances; such meetings would be coordinated by the Managing Director for Crisis Response; calls on the VP/HR and the Commission to equip the board with an efficient alert and emergency system and a large unified operations room, located within the EEAS, so as to enable surveillance to be carried out 24 hours a day, 7 days a week, hence avoiding the present operational overlapping, which hardly squares with the need for a proper surveillance and rapid reaction system to deal with crises; considers that regular coordination and exchange should be ensured between this system and the European emergency response centre currently being developed by the Commission to guarantee appropriate synergies while respecting each other’s competencies;

H. whereas Europe is competing with economic powers such as China, India, Brazil, Australia, United States of America, and Russia, and whereas our capacity to unite and coordinate our efforts, particularly in research, between the European Union and the Member States very largely determines our economic competitiveness, and hence the possibility of financing our social ambitions and meeting our commitments concerning the wellbeing of Europe's citizens and the protection of the environment,

Consequently, we need more effective coordination between the measures taken by the United States and the EU. That is why I encourage these joint meetings between Europeans and Americans and, more specifically, the discussions at Transatlantic Economic Council (TEC) level.

Just to try to explain how many things a Presidency has to do, I will tell you what we have done: we have held over 42 meetings with government representatives of Community countries and candidate countries; we have ended several old disputes which no previous Presidency had resolved; we have chaired 26 Ministerial Council meetings, along with all the work also required from the President-in-Office personally in preparing for these European Councils in the various sectors and in coordinating the Councils themselves; we have adopted 17 regulations and directives; we have concluded three conciliation procedures with the European Parliament, which had been ongoing for some time; we have concluded or signed seven international agreements; we have begun the technical review of the texts adopted by the Convention – all of this involves numerous sittings, and almost always at night, what is more, for the President-in-Office; we have held eight Association and Cooperation Councils, including Armenia, Georgia, Jordan, Tunisia and so on; we have had 10 summits and troikas, and moreover, this very week I am going to China; we have held 30 COREPER meetings, along with all the preparatory meetings; we have had 15 working meetings with representatives of the United States, Russia, the Balkans, Latin America and other countries; lastly, we have held over 800 Council working group meetings.
