Article 1 A specific research and technological development programme for the European Economic Community in the field of marine science and technology (MAST), as defined in Annex I, is hereby adopted for a period of three years, starting on 28 June 1989.

Whereas Decision 87/516/Euratom, EEC stipulates that a particular aim of Community research must be to strengthen the scientific and technological basis of European industry, particularly in strategic sectors of advanced technology, and to encourage industry by making it more competitive at the international level, and whereas the same Decision also lays down that Community action is justified if it contributes, among other things, to strengthening the Community's economic and social cohesion and to promoting its overall harmonious development, while at the same time being consistent with the pursuit of scientific and technical excellence; whereas the MAST programme is planned to contribute to the pursuit of these objectives;

The "MAST Days and EUROMAR Market" will enable some 500 research workers, industrialists, public officials and politicians responsible for the sea to familiarize themselves with the stage of advancement reached by projects relating to oceanography, coastal engineering, marine instrumentation, etc. conducted as part of the European MAST and EUROMAR programmes, and to exchange views on the needs and future outlook of research into marine sciences and technologies in Europe in the years ahead.

The Commission is now proposing an entirely new RD programme in the field of marine science and technology (MAST) which is aimed at helping to establish a scientific and technological basis for the exploration, exploitation, management and protection of the European coastal and marginal seas, as well as bringing a Community dimension to on-going research activities.

The current (1990-94) MAST programme, which has received a budget of ECU 104 million, is intended to promote the application of advanced know-how and technologies (remote-sensing satellites, data-processing systems, off-shore intervention technologies, etc.) to the study of the management and protection of seas in Europe.
