The regulation applies, pursuant to Article 1, to the design, production, maintenance and operation of aeronautical products and to personnel and organisations involved in design and maintenance, to personnel involved in the operation of aircraft, to the design and maintenance of airports and the relevant personnel, and lastly, to the ATM/ANS air traffic management and air navigation services (air traffic services, aviation meteorological services, aviation information services, communication, navigation and surveillance services).

‘(2) ‘infrastructure manager’ means any body or firm ensuring, in particular, the development, operation and maintenance of railway infrastructure on a network; development includes network planning, financial and investment planning as well as building and upgrades of the infrastructure; operation of the infrastructure includes all elements of the process of train path allocation, including both the definition and the assessment of availability and the allocation of individual paths, traffic management and infrastructure charging, including determination and collection of the charges; maintenance shall include infrastructure renewals and other asset management activities’;
2) "gestionnaire de l'infrastructure", toute entité ou entreprise assurant notamment le développement, l'exploitation et l'entretien de l'infrastructure ferroviaire sur un réseau; le développement comprend la planification du réseau, la planification financière et la programmation des investissements, ainsi que la construction et la modernisation de l'infrastructure; l'exploitation de l'infrastructure comprend tous les éléments du processus de répartition des sillons, y compris la définition et l'évaluation de la disponibilité et l'attribution des sillons individuels, la gestion du trafic et la tarification de l'infrastructure, y compris la détermination et la perception des redevances; l'entretien comprend les travaux de renouvellement de l'infrastructure et les autres activités de gestion des actifs;

The first subparagraph of this paragraph and paragraphs 4 to 7 shall be applicable to all the persons belonging to the executive management and to those directly reporting to them on matters related to the operation, maintenance or development of the network.
