I. whereas in March 2014 the US Department of Commerce’s National Telecommunications and Information Administration (NTIA) announced its intention to transfer the internet supervision functions of the IANA (Internet Assigned Numbers Authority) to the global multistakeholder community before the expiry of the current contract between the NTIA and the Internet Corporation for Assigned Names and Numbers (ICANN) in September 2015; whereas a balanced solution for this transition has to be found in time and should result in a system that cannot be subject to capture and manipulation, thereby continuing to ensure a stable internet;

The purpose of Bill C-22 is to fight child pornography on the Internet by requiring Internet service providers and others responsible for providing Internet related services to report incidents involving child pornography when they are advised of an address that makes such content available to the public or when they have reasonable grounds to believe that the Internet services they are managing are being used to transmit child pornography.

Form and manner of Internet site (3) The Agency shall determine and notify the public (a) what the form of the Internet site is to be and how it is to be kept; (b) how records and information are to be included in it; (c) what information must be contained in any record referred to in subsection (2); (d) what records and information are to be included in the Internet site, in addition to any record referred to in subsection (2); (e) when information must be included in the Internet site, provided such inclusion is at least 30 days before any decision is taken by a responsible authority, the Minister or the Agency; (f) when information may be removed from the Internet site; and (g) how access to the Internet site is to be provided.
