These international instruments regulate access to genetic resources and the sharing of the benefits arising from their use, in view of providing compensation to the centres of origin of genetic resources and the holders of traditional knowledge used in biotechnological inventions.

Asks the Commission to strengthen its coordination efforts in the fields of consumer education and information on consumers' rights and obligations by increasing its financial and human resources; calls on Member States to boost the financial and human resources allocated to the European Consumer Centres Network in order to raise awareness and ensure the application of EU consumer rights and urges Member States, in view of the current global financial crisis and rising levels of consumer indebtedness, to make efforts to improve the level of financial literacy of consumers, in particular concerning their rights and obligations as well as their means of redress with regard to savings and loans;

Increasing the mobility of researchers and strengthening the resources of those institutions which attract researchers internationally will encourage centres of excellence around the European Union.
L'augmentation de la mobilité des chercheurs et le renforcement des ressources des institutions qui attirent des chercheurs provenant d'autres États membres dynamiseront les centres d'excellence dans toute l'UE.

Concerns about resources will be addressed in all relevant policies and specific measures will be put into effect, notably the setting up of a centre for data and indicators, a European forum and an international expert group.

The progressive spread of a social awareness and international recognition of human rights, free movement of goods, people, capital and services could be seen as some of the positive effects but cultural levelling and homogenisation, abandonment of labour resources, at times undermining of labour rights, environmental damage and widening the gap between the global concentration of private wealth and extreme poverty, are negative impacts. There is a role for international regulations , multinational and trade institutions to mitigate the negative effects of globalisation through a new approach which places national development priorities, investor obligations and transparency at the centre, to ensure the benefits of international trade and investment are more equitably distyributed and reach the poorest people.
