In cooperation with the Member States, the Commission and the High Representative will: · Work towards a coherent EU International cyberspace policy to increase engagement with key international partners and organisations, to mainstream cyber issues into CFSP, and to improve coordination of global cyber issues; · Support the development of norms of behaviour and confidence building measures in cybersecurity. Facilitate dialogues on how to apply existing international law in cyberspace and promote the Budapest Convention to address cybercrime; · Support the promotion and protection of fundamental rights, including access to information and freedom of expression, focusing on: a) developing new public guidelines on freedom of expression online and offline; b) monitoring the export of products or services that might be used for censorship or mass surveillance online; c) developing measures and tools to expand Internet access, openness and resilience to address censorship or mass surveillance by communication technology; d) empowering stakeholders to use communication technology to promote fundamental rights; · Engage with international partners and organisations, the private sector and civil society to support global capacity-building in third countries to improve access to information and to an open Internet, to prevent and counter cyber threats, including accidental events, cybercrime and cyber terrorism, and to develop donor coordination for steering capacity-building efforts; · Utilise different EU aid instruments for cybersecurity capacity building, including assisting the training of law enforcement, judicial and technical personnel to address cyber threats; as well as supporting the creation of relevant national policies, strategies and institutions in third countries; · Increase policy coordination and information sharing through the international Critical Information Infrastructure Protection networks such as the Meridian network, cooperation among NIS ...

1. This Regulation establishes a European Union Agency for Network and Information Security (ENISA, hereinafter ‘the Agency’) to undertake the tasks assigned to it for the purpose of contributing to a high level of network and information security within the Union and in order to raise awareness of network and information security and to develop and promote a culture, of network and information security in society for the benefit of citizens, consumers, enterprises and public sector organisations in the Union, thus contributing to the establishment and proper functioning of the internal market.
1. Le présent règlement institue une Agence de l’Union européenne chargée de la sécurité des réseaux et de l’information (ENISA, ci-après dénommée «Agence») afin d’exécuter les tâches qui lui sont assignées en vue de contribuer à un niveau élevé de sécurité des réseaux et de l’information au sein de l’Union et en vue de sensibiliser la société à la sécurité des réseaux et de l’information et de favoriser l’émergence et promouvoir une culture de la sécurité des réseaux et de l’information, dans l’intérêt des citoyens, des consommateurs, des entreprises et des organismes du secteur public de l’Union, contribuant ainsi à l’établissement et au bon fonctionnement du marché intérieur.

In order to enhance the capacity of the Community, the Member States and consequently the business community to prevent, to address and to respond to major network and information security risks, the European Network and Information Security Agency (ENISA) was established in 2004 for a period of five years.[3] The Agency was established with the main goal of “ensuring a high and effective level of network and information security within the Community, (..) in order to develop a culture of network and information security for the benefit of the citizens, consumers, enterprises and public sector organisations of the European Union, thus contributing to the smooth functioning of the internal market”.
Afin d'améliorer la capacité de la Communauté, des États membres et, de ce fait, du secteur des entreprises, pour prévenir, gérer et faire face aux principaux risques de sécurité des réseaux et de l'information, l'agence européenne chargée de la sécurité des réseaux et de l'information (ENISA) a été crée en 2004 pour une période de cinq ans[3]. L'agence a été établie avec l'objectif principal de " contribuer à un niveau élevé de sécurité des réseaux et de l'information dans la Communauté, (..) de favoriser l'émergence d'une culture de la sécurité des réseaux et de l'information, dans l'intérêt des citoyens, des consommateurs, des entreprises et des organismes du secteur public de l'Union européenne, prenant part ainsi au bon fonctionnement du marché intérieur ".

Without prejudice to the possibility for the cooperation network to have informal international cooperation, the Union may conclude international agreements with third countries or international organisations allowing and organizing their participation in some activities of the cooperation network.
L’Union peut conclure, avec des pays tiers ou des organisations internationales, des accords internationaux qui permettent et organisent leur participation à certaines activités du réseau de coopération, sans préjudice des activités informelles de coopération internationale offertes au réseau de coopération.

Acknowledges the introduction of a 65 % threshold as the necessary score a candidate has to obtain in order to be invited to an interview; calls on the Agency to take into account the situation where one or more candidates have scored the same amount of points; asks the Agency to lay down a clear policy to declare the eligibility of the candidates and to specify the minimum and maximum number of candidates who will be invited to the interview in accordance with objective and transparent criteria; urges the Agency to adopt those internal rules until the end of September 2015 and to inform the discharge authority of the follow-up results;

(2a) Establishment of a Resettlement Unit within the EASO with proper staff allocated to carry out the necessary coordination between all the ongoing resettlement activities in the Member States, conduct missions to the third countries and/or other Member States, to assist in the carrying out of interviews, medical and security screenings, to gather expertise, enable information collecting and sharing, to establish close contact with the UNHCR and local NGOs, to play an important role in the monitoring and evaluation of the effectiveness and quality of the programmes, to promote awareness and to ensure Union wide networking and exchange of good practices among resettling stakeholders, including partnerships between international organizations, public authorities and civil society.

In March 2006, the Commission awarded a contract that included a CIWIN feasibility study, the objective being to collect information on best practices for CIP and to conduct interviews with experts in Member States on the requirements of CIWIN, both as an exchange network and a rapid alert system, taking into account existing infrastructures and networks at national and international levels.

I pulled out here, and in my explanatory statement, five or six specific projects: the Solvit network, which provides a mechanism for people who come up against barriers to the internal market to raise the issue with the Member State concerned; the Euphin programme, which enables authorities to exchange data on public health issues, including communicable diseases in a fast and secure way; Ploteus, a portal that supplies information on learning opportunities around Europe; TourNet, a system for linking tourism administrations so that they can share information about their own particular areas; and finally Transcards, a more local and focused programme, which allows citizens living on the French-Belgian border to use the health facilities of either Member State, regardless of which country they live in. They are all good, quotable examples of tangible benefits the IDA way.
