59. Regrets the fact that the EU gave up its common policy of an arms embargo on Syria, thereby undermining a common approach; condemns the tragic and ongoing bloodshed in Syria, which has already had a devastating and destabilising humanitarian impact, including on neighbouring countries, in particular Jordan, Lebanon, Iraq and Turkey; calls on the Member States to show solidarity and to provide help to refugees from Syria and displaced persons within Syria; strongly condemns the mass killing of civilians and stresses that the Syrian Government's use of chemical weapons is a gross breach of international norms that may lead to the referral of all those responsible to the International Criminal Court; welcomes the firm international response and calls for the speedy implementation, under international supervision, of the plan to destroy all such chemical weapons; stresses that the severity of the situation in Syria requires a high level of coherence and solidarity among the EU Member States, working in cooperation with NATO and regional actors, especially Russia, Iran, Israel and Turkey; calls for the EU actively to support efforts to convene the Geneva II talks in order to promote a political solution agreeable to the Syrians and bring an end to the deadly spiral of violence;
59. regrette que l'Union ait abandonné sa politique commune d'embargo sur les armes en Syrie, compromettant ainsi les perspectives d'une démarche commune; condamne la tragique hécatombe qui se poursuit en Syrie et qui a déjà eu des effets humanitaires dévastateurs et déstabilisateurs, y compris sur les pays voisins et notamment sur la Jordanie, le Liban, l'Iraq et la Turquie; invite les États membres à faire preuve de solidarité et à apporter leur aide aux réfugiés de Syrie et aux personnes déplacées à l'intérieur du pays; condamne résolument les massacres de civils et souligne que l'utilisation d'armes chimiques par le gouvernement syrien constitue une violation flagrante des normes internationales susceptible de déboucher sur le renvoi de tous les responsables devant la Cour pénale internationale; salue la fermeté de la réaction internationale et appelle de ses vœux l'application rapide, sous contrôle international, du programme de destruction de toutes les armes chimiques concernées; souligne que la gravité de la situation en Syrie exige une grande cohésion et une grande solidarité entre les États membres de l'Union dans leur action, en collaboration avec l'OTAN et les acteurs de la région, notamment la Russie, l'Iran, Israël et la Turquie; demande que l'Union européenne soutienne activement les initiatives tendant à l'organisation des pourparlers dits de Genève II afin de promouvoir un règlement politique acceptable par les Syriens et de mettre fin à la spirale meurtrière de la violence;

Takes note, in this connection, of the Kosovo Government's intention to end the process of internationally supervised independence during the course of this year with the phasing-out of the International Civilian Office; calls on the Kosovo Assembly to preserve and enshrine in the new constitution the principles of the Ahtisaari Plan, which laid the basis for Kosovo's independence;
8. prend acte, à cet égard, de l'intention du gouvernement du Kosovo de mettre un terme au processus d'accès à l'indépendance sous surveillance internationale dans le courant de l'année, par cessation progressive du Bureau civil international; invite l'Assemblée du Kosovo à maintenir et inscrire dans la nouvelle constitution les principes du plan Ahtisaari, qui a jeté les bases de l'indépendance du Kosovo;

This institution should aim to improve the functioning of the internal market, above all, by ensuring a high, effective and consistent level of regulation and supervision, taking into account the various interests of all Member States, protect the insured and other beneficiaries, ensure the integrity, effectiveness and smooth functioning of the financial markets, protect the stability of the financial system and strengthen international supervision coordination for the benefit of the entire economy, including financial institutions and other interested parties, consumers and workers.
