1. If, in the territory of a third country, a disease referred to in Council Directive 82/894/EEC of 21 December 1982 on the notification of animal diseases within the Community (22), a zoonosis or other disease or any other phenomenon or circumstance liable to present a serious threat to animal or public health manifests itself or spreads, or if any other serious animal health or public health reason so warrants, in particular in the light of the findings of its veterinary experts or in the checks carried out in a border inspection post, the Commission shall, acting on its own initiative or at the request of a Member State, adopt one of the following measures without delay, depending on the gravity of the situation:
1. Si, sur le territoire d'un pays tiers, apparaît ou s'étend une maladie prévue par la directive 82/894/CEE du Conseil du 21 décembre 1982 concernant la notification des maladies des animaux dans la Communauté (22), une zoonose, une maladie ou tout autre phénomène ou cause susceptible de constituer un danger grave pour les animaux ou la santé humaine, ou si toute autre raison grave de police sanitaire ou de protection de la santé humaine le justifie, notamment en raison des constats faits par ses experts vétérinaires ou dans les contrôles effectués dans un poste d'inspection frontalier, la Commission, de sa propre initiative, ou sur demande d'un État membre, arrête sans délai, en fonction de la gravité de la situation l'une des mesures suivantes:

(20) Whereas a Community strategy must place the emphasis on data, research and evaluation as well as information, health education and training and must take into account the complex nature of the phenomenon, the risks associated with it and the fundamental importance of the wide variety of health and social responses vital to health protection and the quality of life;
