This particular part has to do with the federal government's ability to protect the environment in relation to federal government departments and their activities, and federal works and undertakings, and to ensure protection of the environment on aboriginal land vested in Her Majesty and on federal land.

4 . Member States, in close association with local and regional authorities, shall establish appropriate levels of protection specific to each river basin, sub-basin or stretch of coastline, focusing on a reduction of the potential consequences of flooding for human health, the environment and economic activity, and taking into account relevant aspects: water management, soil management, spatial planning, land use, the vulnerability of the area in question to any likely damage and nature conservation, as well as costs and benefits .
