Un groupe d’experts, appelé conseil de gestion du programme global, devrait donc être institué en bonne et due forme pour compléter la structure organisationnelle actuelle du SIS II. Pour assurer l’efficacité de ce groupe et un bon rapport coûts-avantages, il faudrait veiller à limiter le nombre des experts qui le composent.
