The examination of these options in the context of a common asylum procedure requires prior consideration of a number of questions: role of the authorities in the Member States, diplomatic missions in regions of origin, Community institutions and the HCR, resultant costs and investments, conditions for examination of requests, choice of regions or countries of origin, scope in terms of protection (confined to refugees within the meaning of the Geneva Convention or extension to persons needing another form of international protection), quotas and distribution over the Member States, relationship with requests made in the context of the resettlement programme and spontaneous requests made in a Member State of the European Union, etc. The Commission will conduct feasibility studies.
L'examen de ces options dans le contexte d'une procédure commune d'asile requiert que soient étudiées plusieurs questions : rôles des instances dans les Etats membres, des missions diplomatiques dans les régions d'origine, des institutions communautaires et du HCR, coûts et investissements engendrés, conditions d'examen des demandes, choix des régions ou pays d'origine, champ d'application en matière de protection (seulement réfugiés au sens de la Convention de Genève ou également personnes ayant un autre besoin de protection internationale), quotas et répartition entre Etats membres, relation entre les demandes faites dans le cadre du programme de réinstallation et demandes « spontanées » dans un Etat membre de l'Union européenne, etc.La Commission conduira des études de faisabilité.

11. Urges the international community to help Nigeria and the neighbouring countries who host refugees (Cameroon, Chad and Niger) to provide all necessary medical and psychological assistance to those in need; appeals to the authorities in the sub-region to ensure ease of access to the full range of sexual and reproductive health services for women and girls who have been raped, in accordance with the common Article 3 of the Geneva Conventions; stresses the need to implement a universal standard for the treatment of war rape victims and to ensure the primacy of international humanitarian law in situations of armed conflict; expresses its full sympathy with women and children who have survived the blind terrorism perpetrated by Boko Haram; calls for the establishment of specialised education programmes aimed at women and children who are victims of war and society as a whole, to help them overcome the terror experienced, to give appropriate and comprehensive information, to combat stigmas and social exclusion and to help them become valued members of society;
11. demande instamment à la communauté internationale d'aider le Nigeria et ses pays voisins qui accueillent des réfugiés (Cameroun, Tchad et Niger) à fournir toute l'aide médicale et psychologique nécessaire à ces populations dans le besoin; demande aux autorités de la sous-région de garantir aux femmes et aux filles victimes de viols un accès facile à l'ensemble des services de santé sexuelle et reproductive, conformément à l'article 3 commun aux conventions de Genève; insiste sur la nécessité d'instaurer une norme universelle pour le traitement des victimes de viols commis en temps de guerre et de garantir la primauté du droit humanitaire international dans les contextes de conflit armé; exprime son entière solidarité à l'égard des femmes et des enfants qui ont survécu aux actes de terrorisme aveugle perpétrés par Boko Haram; demande la création de programmes d'éducation spécialisés, destinés tant aux femmes et aux enfants victimes de guerre qu'à la société dans son ensemble, afin d'aider les victimes à surmonter cette expérience traumatisante, à fournir des informations appropriées et exhaustives, à lutter contre la stigmatisation et l'exclusion sociale des rescapés et à les aider à devenir des membres estimés de la société;

Welcomes, in this spirit, the international conference on Syria held in Switzerland, which should be a first step in a process leading to a political solution to the crisis, and stresses the fundamental importance of keeping the Geneva II process going; commends the decision of the National Coalition of Syrian Revolutionary and Opposition Forces to participate in this process; notes the crucial importance of confidence-building measures in this context; urges the negotiating delegations, therefore, to agree on local ceasefires, the lifting of sieges on certain urban areas, the release or exchange of prisoners and the facilitation of humanitarian access to civilians in need, as stepping stones to substantive negotiations on the basis of the Geneva Communiqué; notes also the importance of involving all key international actors concerned in the Geneva II process; takes the view that a long-term agreement on Iran’s nuclear programme may produce a regional context conducive to the reconciliation process in Syria;
2. se félicite, à cet égard, de la conférence internationale sur la Syrie qui s'est tenue en Suisse et qui devrait constituer un premier pas dans le cadre du processus visant à apporter une solution politique à la crise, et souligne que la poursuite du processus de Genève revêt une importance cruciale; se félicite que la Coalition nationale des forces de la révolution et de l'opposition syrienne ait décidé de prendre part à ce processus; fait observer l'importance fondamentale des mesures susceptibles de rétablir la confiance dans ce contexte; invite instamment les délégations participant aux négociations à se mettre d'accord au sujet de cessez-le-feu à l'échelle locale, de la levée du siège de certaines zones urbaines, de la libération ou de l'échange de prisonniers, de l'amélioration de l'acheminement de l'aide humanitaire vers les civils qui en ont besoin, à titre de tremplin en vue de négociations plus substantielles sur la base du communiqué de Genève; fait également observer qu'il importe de faire participer tous les acteurs internationaux concernés au processus de Genève II; estime qu'un accord à long terme sur le programme nucléaire iranien peut être le ferment d'un contexte régional propice au processus de réconciliation en Syrie;

The main focus of EC development cooperation to date has been the EC International Programme to assist the economic reintegration of returnees from countries of first asylum under the Geneva Comprehensive Plan of Action for Indochinese Refugees (1990).
