(Return tabled) Question No. 1155 Ms. Kirsty Duncan: With respect to the Process Working Group (PWG) (formerly the Consultative Steering Committee) for the government’s greenhouse gas regulation development for the oil and gas sector: (a) is the PWG still in operation and, if not, when did it cease to operate; (b) what is/was the membership of the PWG, including the name and the affiliation of each member; (c) what specific framework elements of a regulatory approach are/were being considered; (d) what principles under which the performance standards will be developed are/were being considered; (e) what scope and stringency of the performance standards are/were being considered; (f) what compliance mechanisms are/were being considered; (g) what architectural approaches in the development of sub-sector performance standards are/were being considered; (h) is/was carbon pricing being considered and, if so, what are/were the specific considerations; (i) how many meetings have taken place to date and for each meeting, (i) what was the date, (ii) who was in attendance, (iii) where did the meeting occur, (iv) what was the agenda; (j) when will oil and gas sector greenhouse gas regulations be ready to publish in Canada Gazette 1, and why were they delayed from the end of 2012; and (k) when (month and year) are oil and gas regulations scheduled to come into force?
(Le document est déposé) Question n 1155 Mme Kirsty Duncan: En ce qui concerne le Groupe de travail sur les processus (GTP) (anciennement le Comité directeur consultatif) d’élaboration du règlement sur les émissions de gaz à effet de serre du secteur pétrolier et gazier: a) le GTP est-il encore actif et, sinon, quand a-t-il cessé de l’être; b) quels sont/étaient le nom et l’affiliation de chacun des membres du GTP; c) quels éléments constitutifs d’une réglementation sont/étaient à l’étude; d) quels principes d’élaboration des normes de performance sont/étaient à l’étude; e) quelle portée et quelle rigueur envisage-t-on ou envisageait-on de donner aux normes de performance; f) quels mécanismes d’exécution sont/étaient à l’étude; g) quelles approches architecturales sont/étaient à l’étude pour l’élaboration des normes de performance de sous-secteur; h) envisage-t-on ou envisageait-on de fixer un prix au carbone et, si oui, quelles sont/étaient les considérations prises en compte; i) combien y a-t-il eu de réunions jusqu’à présent et pour chaque réunion, (i) quand a-t-elle eu lieu, (ii) qui y assistait, (iii) où a-t-elle eu lieu, (iv) quel était l’ordre du jour; j) quand le règlement sur les émissions de gaz à effet de serre du secteur pétrolier et gazier pourra-t-il être publié dans la partie I de la Gazette du Canada, et pourquoi n’a-t-il pas pu l’être à la fin de 2012 comme prévu; k) quand (mois et année) est-il censé entrer en vigueur?

Private enterprise is therefore very often forced to spend time, money and energy obtaining information on the numerous government programs; providing the two levels of government with the required information and data; sitting on the many advisory committees and sub-committees responsible for regulating industry; preparing for inspections conducted by the federal and provincial governments; and, finally, meeting the requirements of both levels of government.
Les entreprises privées sont donc très souvent forcées de consacrer temps, argent et énergie à recueillir de l'information sur les nombreux programmes gouvernementaux; à fournir aux deux gouvernements les informations et données qui sont requises; à participer aux multiples comités et sous-comités consultatifs chargés de réglementer les industries; à se préparer aux inspections effectuées tour à tour par le fédéral et le provincial et enfin à se conformer aux exigences des deux gouvernements.
