Confirming the Union and the Member States' commitment to the goal of full employment, the Stockholm European Council in 2001 set intermediary employment targets of 67% overall and 57% for women by 2005, as well as a target of 50% employment for older workers (aged 55 to 64) by 2010.

(4) In line with the conclusions of the Spring European Council of 22 and 23 March 2005, the objectives of full employment, job quality, labour security and productivity and social cohesion and inclusion must be reflected in clear priorities: to include more people in the labour market, promoting decisions that contribute to the reconciliation of family life and work, and equal opportunities ; to improve the employability of workers and the organisational adaptability of enterprises, thus enhancing the flexibility and security of labour markets; to promote social inclusion through the occupational integration of disadvantaged workers, women, young people and older people, to improve investment in human capital through better education and skills, paying special attention to innovation and technological development, and to open up new areas for jobs. All this will form a solid basis for modernisation and for ensuring the solidarity and sustainability of social protection systems .
(4) Conformément aux conclusions du Conseil européen de printemps des 22 et 23 mars 2005, les objectifs de plein emploi, de qualité des emplois, de sécurité et de productivité du travail et de cohésion et d'insertion sociales doivent se traduire en priorités claires: intégrer un plus grand nombre de personnes au marché du travail, en promouvant les décisions en faveur des moyens de concilier vie familiale et professionnelle, ainsi que de l'égalité des chances; améliorer l'aptitude à l'emploi des travailleurs et l'adaptabilité organisationnelle des entreprises, ce qui accroîtra la flexibilité et la sécurité des marchés du travail; favoriser l'inclusion sociale par le biais de l'insertion professionnelle des travailleurs défavorisés, femmes, jeunes gens et personnes âgées, afin d' investir davantage dans le capital humain en améliorant l'éducation et les compétences et en accordant une attention particulière à l'innovation et au développement technologique, et afin d'offrir de nouveaux domaines d'emploi; l'ensemble de ces actions constituera une base solide pour moderniser les systèmes de protection sociale et en garantir la durabilité .
