By 31 May 2017, and taking into account the ex-post evaluation of the Seventh Euratom Framework Programme established by Decision 2006/970/Euratom and of the Euratom Framework Programme (2012-2013) established by Decision 2012/93/Euratom to be completed by the end of 2015, the Commission shall carry out, with the assistance of independent experts selected on the basis of a transparent process, an interim evaluation of the Euratom Programme on the achievements, at the level of results and progress towards impacts, of the objectives and continued relevance of all the measures, the efficiency and use of resources, the scope for further simplification, and European added value.
Au plus tard le 31 mai 2017, compte tenu de l'évaluation ex-post du septième programme-cadre Euratom établi par la décision 2006/970/Euratom et du programme Euratom (2012-2013) établi par la décision 2012/93/Euratom, qui doit être achevée pour fin 2015, la Commission procède, avec l'assistance d'experts indépendants sélectionnés sur la base d'une procédure transparente, à une évaluation intermédiaire du programme Euratom sous l'angle de la réalisation, en termes de résultats et de progrès vers les impacts, des objectifs et de la pertinence de toutes les mesures, de l'efficacité de l'utilisation des ressources, des possibilités de simplification et de la valeur ajoutée européenne.

In accordance with the common monitoring and evaluation framework for the common agricultural policy provided for in Article 110 of Regulation (EU) No 1306/2013, the Commission shall adopt implementing acts, laying down the common framework for assessing the impact of information and promotion programmes financed under this Regulation as well as a system of indicators.
En cohérence avec le cadre commun de suivi et d’évaluation de la politique agricole commune prévu à l’article 110 du règlement (UE) no 1306/2013, la Commission adopte des actes d’exécution établissant le cadre commun pour l’évaluation de l’impact des programmes d’information et de promotion financés au titre du présent règlement, ainsi qu’un système d’indicateurs.

1. The provisions of Articles 2 to 5 shall be reviewed by the Council, by unanimous decision, after consulting the European Parliament and the Commission, when a common definition of origin for petroleum products from third countries and associated countries is adopted, or when decisions are taken within the framework of a common commercial policy for the products in question or when a common energy policy is established.

This Decision is designed to form part of a coherent framework which also includes Decision No 573/2007/EC of the European Parliament and the Council of 23 May 2007 establishing the European Refugee Fund for the period 2008 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ and repealing Council Decision 2004/904/EC , Decision No 574/2007/EC of the European Parliament and the Council of 23 May 2007 establishing the External Borders Fund for the period 2007 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ and Decision No 575/2007/EC of the European Parliament and the Council of 23 May 2007 establishing the European Return Fund for the period 2008 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ , which aims to address the issue of fairly sharing responsibilities between Member States as concerns the financial burden arising from the introduction of integrated management of the European Union's external borders and from the implementation of common policies on asylum and immigration, as developed in accordance with Title IV of Part 3 of the Treaty.
La présente décision est conçue pour s'inscrire dans un cadre cohérent qui inclut également la décision no 573/2007/CE du Parlement européen et du Conseil du 23 mai 2007 portant création du Fonds européen pour les réfugiés pour la période 2008-2013 dans le cadre du programme général «Solidarité et gestion des flux migratoires» et abrogeant la décision 2004/904/CE du Conseil , la décision no 574/2007/CE du Parlement européen et du Conseil du 23 mai 2007 portant création du Fonds pour les frontières extérieures pour la période 2007-2013 dans le cadre du programme général «Solidarité et gestion des flux migratoires» et la décision no 575/2007/CE du Parlement européen et du Conseil du 23 mai 2007 portant création du Fonds européen pour le retour pour la période 2008-2013 dans le cadre du programme général «Solidarité et gestion des flux migratoires» , qui a pour objectif de traiter la question du partage équitable des responsabilités entre États membres au regard de la charge financière découlant de l'introduction d'une gestion intégrée des frontières extérieures de l'Union et de la mise en œuvre des politiques communes d'asile et d'immigration, élaborées conformément à la troisième partie, titre IV, du traité.

Capacity building for public administrations at national, regional and local level, to improve the administrative framework for economic activity, good policy design and implementation, including better lawmaking, evaluation and impact analysis of policy proposals, and regular screening of delivery mechanisms, should therefore be supported by the Structural Funds.
Le renforcement de la capacité des administrations publiques à l’échelon national, régional et local, afin d’améliorer l’encadrement administratif de l’activité économique, l’élaboration et la mise en œuvre satisfaisantes des politiques, y compris par un meilleur usage de l’instrument législatif et le recours à des évaluations et des études d’impact des politiques proposées, l’analyse périodique des mécanismes de mise en oeuvre enfin, sont autant d’objectifs qui devraient donc être soutenus par les Fonds structurels.

Measures relating to the matters set out below shall be adopted in accordance with the procedure defined in Article 10 : (a) application of the combined nomenclature and the Taric concerning in particular : - the classification of goods in the nomenclatures referred to in Article 8, -explanatory notes; (b)amendments to the combined nomenclature to take account of changes in requirements relating to statistics or to commercial policy; (c)amendments to Annex II; (d)amendments to the combined nomenclature and adjustments to duties in accordance with decisions adopted by the Council or the Commission; (e)amendments to the combined nomenclature intended to adapt it to take account of technological or commercial developments or aimed at the alignment or clarification of texts; (f)amendments to the combined nomenclature resulting from changes to the harmonized system nomenclature; (g)questions relating to the application, functioning and management of the harmonized system to be discussed within the Customs Cooperation Council. 2. The provisions adopted under paragraph 1 shall not amend : - the rates of customs duties, -agricultural levies, refunds or other amounts applicable within the framework of the common agricultural policy or within that of specific schemes applicable to certain goods resulting from the processing of agricultural products, -quantitative restrictions laid down under Community provisions, -nomenclatures adopted within the framework of the common agricultural policy.
Les mesures concernant les matières ci-après sont arrêtées selon la procédure définie à l'article 10 : a) application de la nomenclature combinée et du Taric en ce qui concerne notamment : - le classement des marchandises dans les nomenclatures visées à l'article 8, -les notes explicatives; b)modifications de la nomenclature combinée pour tenir compte de l'évolution des besoins en matière de statistiques ou de politique commerciale; c)modifications de l'annexe II; d)modifications de la nomenclature combinée et adaptations des droits conformément aux décisions arrêtées par le Conseil ou la Commission; e)modifications de la nomenclature combinée visant à adapter celle-ci à l'évolution technologique ou commerciale ou tendant à l'alignement et à la clarification des textes; f)modifications de la nomenclature combinée résultant des amendements de la nomenclature du système harmonisé; g)questions relatives à l'application, au fonctionnement et à la gestion du système harmonisé, destinées à être discutées dans le cadre du Conseil de coopération douanière. 2. Les dispositions arrêtées au titre du paragraphe 1 ne peuvent modifier : - les taux des droits de douane, -les prélèvements agricoles, les restitutions ou les autres montants applicables dans le cadre de la politique agricole commune ou dans celui des régimes spécifiques applicables à certaines marchandises résultant de la transformation de produits agricoles, -les restrictions quantitatives établies conformément aux dispositions communautaires, -les nomenclatures adoptées dans le cadre de la politique agricole commune.
