Without prejudice to formal obligations of the Member States regarding transposition, this Directive encourages the use of co-regulation and self-regulation. This should neither oblige Member States to set up co-regulation and/or self-regulatory regimes nor disrupt or jeopardise current co-regulation or self-regulatory initiatives which are already in place within Member States and which are working effectively.

(6a) In order better to appreciate the impact of the new formal obligations, in particular as regards the extension of the information obligation to the supply of services, the Commission should draw up an evaluation report on the impact of those obligations, in particular on the administrative costs for individuals affected and for administrations, and of the effectiveness of those formal obligations in combating tax evasion.
(6 bis) Pour mieux apprécier l'impact des nouvelles obligations formelles, notamment en ce qui concerne l'extension aux prestations de services de l'obligation d'information, il convient que la Commission élabore un rapport d'évaluation sur l'impact de ces obligations, notamment en termes de coûts administratifs pour les personnes concernées et les administrations, et d'efficacité de ces obligations formelles dans la lutte contre la fraude fiscale.
