(37) In order to ensure quality, traceability and compliance with this Regulation and adaptation to technical developments, the power to adopt certain acts should be delegated to the Commission in respect of establishing rules amending or supplementing the specific production rules for processed food and feed as regards the procedures to be followed, preventive measures to be taken, the composition of processed food and feed, cleaning measures, the placing on the market of processed products including their labelling and identification, separation of organic products, agricultural ingredients and feed materials from non-organic products, agricultural ingredients and feed materials, the list of non-organic agricultural ingredients which may exceptionally be used in the production of organic processed products, calculation of the percentage of agricultural ingredients, and the techniques used in food or feed processing.
(37) Afin de garantir la qualité, la traçabilité, la conformité au présent règlement et l'adaptation au progrès technique, il convient de déléguer à la Commission le pouvoir d'adopter certains actes en ce qui concerne l'établissement de règles modifiant ou complétant les règles de production particulières applicables aux denrées alimentaires et aux aliments pour animaux transformés pour ce qui est des procédures à suivre, des mesures préventives à prendre, de la composition des denrées alimentaires et aliments pour animaux transformés, des mesures de nettoyage, de la mise sur le marché des produits transformés (y compris leur étiquetage et leur identification), de la séparation des produits biologiques, des ingrédients agricoles et des matières premières pour aliments des animaux issus de produits non biologiques, des ingrédients agricoles et des matières premières pour aliments des animaux, de la liste des ingrédients agricoles non biologiques pouvant exceptionnellement être utilisés dans la production de produits transformés biologiques, du calcul du pourcentage d'ingrédients agricoles, ainsi que des techniques utilisées pour la transformation des denrées alimentaires et des aliments pour animaux.

Where no appropriate conventional counterpart can be identified, a comparative safety assessment cannot be made and consequently a safety and nutritional assessment of the genetically modified food or feed shall be carried out as for novel foods falling within the scope of Regulation (EC) No 258/97 of the European Parliament and of the Council that do not have conventional counterparts (such as where the genetically modified food or feed is not closely related to a food or feed with a history of safe use or where a specific trait or specific traits are introduced with the intention of bringing complex changes in the composition of the genetically modified food or feed).

"feed law" means the laws, regulations and administrative provisions governing feed in general and feed safety in particular, whether at Community or national level; it covers all stages of production, processing and distribution of feed and the use of feed.
"législation relative aux aliments pour animaux": les dispositions législatives, réglementaires et administratives régissant les aliments pour animaux en général et leur sécurité en particulier, que ce soit au niveau communautaire ou national; la législation relative aux aliments pour animaux couvre tous les stades de la production, de la transformation, de la distribution et de l'utilisation des aliments pour animaux.

This Regulation shall apply to the feedingstuffs, compound feed and feed materials referred to in Article 1(1)(c) of Regulation (EEC) No 2092/91, where these products carry or are intended to carry references to the organic production method. This Regulation shall not apply to pet foods, feed for fur animals or feed for aquaculture animals.
Le présent règlement s'applique aux aliments des animaux, aux aliments composés pour animaux et aux matières premières pour aliments des animaux visés à l'article 1er, paragraphe 1, point c), du règlement (CEE) n° 2092/91, dans la mesure où ces produits portent ou sont destinés à porter des indications se référant au mode de production biologique.
