39. Notes, however, that a number of agencies still experience difficulties with the implementation of their independence policies, especially with regard to staffing of expert groups and scientific panels and committees; recommends to the agencies to address this issue together with the Commission, taking into account also the recommendations raised by the European Ombudsman´s own initiative inquiry (OI/6/2014/NF) opened on 12 May 2014, outlined in the letter to the Commission concerning the composition of the Commission´s expert groups;

Takes the view that the creation of the platforms referred to above could be accompanied by the introduction of continuous, centralised coordination of IFIs by the Commission; notes that an interdepartmental experts group on financial instruments (FIEG) has been set up, and considers that it should be given the task of strengthening the Commission’s institutional capacity to monitor IFIs;
25. considère que la création des plateformes susmentionnées pourrait s'accompagner d'une coordination centrale permanente des instruments financiers au sein de la Commission; note qu'un groupe interservices d'experts sur les instruments financiers (FIEG) a été créé et qu'il devrait avoir pour mission de renforcer la capacité institutionnelle de la Commission dans l'accompagnement des IF;

The basic standards shall be worked out by the Commission after it has obtained the opinion of a group of persons appointed by the Scientific and Technical Committee from among scientific experts, and in particular public health experts, in the Member States.
Les normes de base sont élaborées par la Commission, après avis d'un groupe de personnalités désignées par le comité scientifique et technique parmi les experts scientifiques des États membres, notamment parmi les experts en matière de santé publique.

The expert group includes experts from all Member States and experts from the Ad-hoc Group on TSE, which is linked to the Commission's Scientific Steering Committee.
