The international credit card systems (i.e. VISA, Mastercard, Eurocard) have the advantage of having been specifically designed for end to end processing over the complete payment cycle and of internationally uniform technical standards which they used from the outset.

- 2 - In the circumstances, and noting the conclusions drawn from the study, Mr Van Miert has: - asked the Committee of means of payment users(1) to look into all aspects of the report and propose practical measures for establishing a minimum level of transparency; - sent copies of the BEUC study to the various international organizations responsible for issuing means of payment (e.g. Visa, Eurocard, etc.) asking them to explain the differences between the general rules and actual practice in the Member States.
