I think a theme that runs through the report is balancing EDC's commercial orientation and role, which has been in many ways an engine of its success. With the reality that it is a crown corporation, it's a public institution that has to be responsive not only to the business community, but to the public broadly.
On retrouve à mon avis dans tout le rapport un fil conducteur: il faut parvenir à un équilibre entre l'orientation commerciale de la SEE, qui à de nombreux égards est à l'origine de son succès et le fait qu'il s'agisse d'une société d'État, une institution publique qui doit être à l'écoute non seulement du milieu des affaires, mais aussi du grand public.
