On one hand, the finding of the inapplicability of Regulation 1023/2013 of the Parliament and of the Council of 22 October 2013 amending the Staff Regulations of Officials of the European Union and the Conditions of Employment of Other Servants of the European Union in that it provides for the suspension of the method of adjusting remuneration and introduces a solidarity levy, and, on the other hand, the annulment of the decision of the Council applying that solidarity levy from 1 January 2014 to the applicant’s remuneration although his remuneration is not subject to adjustment for the period between 1 January 2014 and 30 June 2015.

While the rate of the special levy in force during the period from 2004 to 2012 increased gradually over time and averaged at 4.23 %, it seems appropriate in the present circumstances to increase the solidarity levy at the uniform rate of 6%, so as to help to finance the Union’s growth and employment policies from the Union's budget and to take account of a difficult economic context and its ramifications for public finances throughout the European Union, Such a solidarity levy should apply to all officials and other servants of the European Union for the same period as the ‘method’ itself.

The report emphasises that in order to restore the credibility of budgetary policy, and to reduce the sovereign debt it is inevitable to ensure fiscal discipline and to introduce structural reforms but at the same time, priority has to be given to the growth-oriented fiscal measures and to the promotion of taxes levied more on consumption than on labour, since they are better designed to stimulate economic growth and employment on the long term.

This levy includes an administration levy and a risk levy which incorporates two elements: a risk-based element that takes into account the scheme’s under-funding risk and the employer insolvency risk (80 % of the levy) and a scheme-based element on the basis of the size of the scheme’s liabilities (20 % of the levy).
