In order to maintain a high uniform level of aviation safety in Europe, it is necessary to introduce changes to requirements and procedures for the continuing airworthiness of aircraft and aeronautical products, parts and appliances, and on the approval of organisations and personnel involved in these tasks, in particular to introduce the definition of the concept of principal place of business, to clarify the meaning of the concept ‘officially recognised standard’, to introduce the privilege for continuing airworthiness management organisations to issue permits to fly, to improve the content of the authorised release certificate ‘EASA Form 1’ and to ensure that personnel involved in continuing airworthiness activities are properly trained on the risks related to electrical wiring interconnection systems of large aeroplanes which were found to be a cause of several accidents and incidents.
Afin de maintenir un niveau uniforme élevé de sécurité de l'aviation en Europe, il est nécessaire de modifier les exigences et procédures relatives au maintien de la navigabilité des aéronefs et des produits, pièces et équipements aéronautiques, ainsi qu'à l'agrément des organismes et des personnels participant à ces tâches, notamment pour définir la notion de principal établissement, pour expliciter la notion de «norme reconnue officiellement», pour conférer aux organismes de gestion du maintien de la navigabilité la prérogative de délivrer des autorisations de vol, pour améliorer le contenu du certificat d'autorisation de mise en service («formulaire 1 de l'EASA») et pour garantir une formation adéquate du personnel participant aux activités de maintien de la navigabilité en ce qui concerne les risques liés aux systèmes d'interconnexion du câblage électrique des aéronefs lourds, dont il a été constaté qu'ils étaient à l'origine de plusieurs accidents et incidents.
