WHEREAS the conclusions on a homogenous extended single market and EU relations with Non-EU Western European countries adopted by the Council of the European Union in December 2014 acknowledged the key role played by the Agreement on the European Economic Area throughout the last 20 years in advancing economic relations and internal market integration between the EU and the those EFTA States which are part of the EEA;
Considérant que, dans ses conclusions adoptées en décembre 2014 relatives à un marché unique élargi homogène et aux relations entre l'Union européenne et les pays tiers d'Europe occidentale, le Conseil de l'Union européenne a reconnu le rôle essentiel joué par l'accord sur l'Espace économique européen au long des 20 dernières années dans la promotion des relations économiques et de l'intégration du marché intérieur entre l'Union européenne et les États de l'AELE qui font partie de l'EEE;

In accordance with Article 198 TFEU, the purpose of association is to promote the economic and social development of the OCTs and to establish close economic relations between them and the Union as a whole.
Conformément à l’article 198 du traité sur le fonctionnement de l’Union européenne, le but de l’association est la promotion du développement économique et social des PTOM et l’établissement de relations économiques étroites entre eux et l’Union dans son ensemble.

Emphasises that while the specific interests and sensitivities of both partners must be safeguarded in a balanced way, there are many areas where progress would be greatly beneficial, in particular regarding the removal of trade barriers, the introduction of measures to ensure better market access, including for investment, the protection of intellectual property rights (IPR), the opening up of public procurement markets to ensure full reciprocity, the clarification, simplification and harmonisation of rules of origin, and the convergence on mutual recognition of regulatory standards, and not simply to adhering to a minimum required standard based on the WTO Agreement on the Application of Sanitary and Phytosanitary Measures (the SPS Agreement), but rather to strive in jointly to enhancing quality and cooperation when dealing with EU and US divergent standards; considers that such an intensification of economic relations would also allow for greater alignment of EU and US approaches towards addressing global economic challenges;
souligne que, s'il y a certes lieu de protéger de manière équilibrée les intérêts et secteurs sensibles de chacune des deux parties, il serait quand même avantageux de réaliser des progrès dans de nombreux domaines, en particulier dans le démantèlement des barrières commerciales, dans l'introduction de mesures visant à améliorer l'accès au marché, notamment des investissements, dans la protection des droits de propriété intellectuelle, dans l'ouverture des marchés publics pour garantir une réciprocité totale, dans la clarification, la simplification et l'harmonisation des règles d'origine, et dans la convergence vers une reconnaissance mutuelle des normes réglementaires, pas simplement en respectant une norme minimale requise qui se base sur l'accord de l'OMC concernant l'application des mesures sanitaires et phytosanitaires (accord SPS), mais en s'efforçant d'améliorer conjointement la qualité et la coopération lorsque les normes européennes et américaines divergent; considère qu'une telle intensification des relations économiques permettrait également un meilleur alignement de l'approche de chacune des parties à la résolution des difficultés économiques mondiales;

Stresses the importance of continuing with the strengthening of transatlantic economic relations, while supporting EU interests, in fields such as environmental, health and animal protection standards, food safety, cultural diversity, labour rights, consumers’ rights, financial services, public services or geographical indications, among others;
insiste sur l'importance de continuer à renforcer les relations économiques transatlantiques, tout en promouvant les intérêts de l'Union dans des domaines tels que les normes en matière d'environnement, de santé et de protection des animaux, la sécurité alimentaire, la diversité culturelle, les droits en matière d'emploi, les droits des consommateurs, les services financiers, les services publics ou les indications de provenance, entre autres;

whereas there is a general desire in Latin America to increase the region’s economic importance in the global economy, and whereas Latin America has reduced its economic dependence by actively diversifying its economic relations; whereas Europe should act wisely in order to strengthen its role as a very important commercial partner for this purpose, and whereas Europe and Latin America remain committed to further strengthening their strategic partnership underpinned by their shared principles, values and interests,

Haiti With a view to implementation of United Nations Security Council Resolution 917(1994), the Council recorded its agreement to the following acts: - Decision concerning the common position defined on the basis of Article J.2 of the Treaty on European Union regarding the reduction of economic relations with Haiti; - Recommendation concerning a discontinuation of certain financial and economic relations with Haiti; - Regulation introducing a discontinuation of certain financial and economic relations with Haiti; - Decision of the Representatives of the Governments of the Member States of the European Coal and Steel Community, meeting within the Council, introducing a discontinuation of certain financial and economic relations with Haiti; - Regulation prohibiting the satisfying of claims by the Haitian Authorities with regard to contracts and transactions the performance of which was affected by the measures imposed by or pursuant to United Nations Security Council Resolutions 917(1994), 841 (1993), 873(1993) and 875(1993).
Haïti Le Conseil, en vue de l'application de la résolution 917 (1994) du Conseil de sécurité des Nations Unies, a marqué son accord sur les actes suivants : - la décision relative à la position commune définie sur la base de l'article J.2 du Traité sur l'Union européenne concernant la réduction des relations économiques avec Haïti; - la recommandation relative à la suspension de certaines relations économiques et financières avec Haïti; - le règlement portant suspension de certaines relations économiques et financières avec Haïti; - la décision des Représentants des Gouvernements des Etats membres de la Communauté européenne du charbon et de l'acier, réunis au sein du Conseil portant suspension de certaines relations économiques et financières avec Haïti; - le règlement interdisant de faire droit aux demandes des autorités haïtiennes relatives aux contrats et opérations dont l'exécution a été affectée par les mesures imposées par les résolutions 917 (1994), 841 (1993), 873 (1993) et 875 (1993) du Conseil de sécurité des Nations Unies ou décidées conformément à ces dernières.
