India, Pakistan, Sri Lanka and Bangladesh have all initiated an economic restructuring program geared to freer trade and the privatization of their industries.

Calls in the preparation of the future cohesion policy post 2013 for a strong EU-wide cohesion policy that streamlines existing funds and programmes that should ensure adequate financial resources and align the policy with the objectives of Europe 2020 Strategy; believes that funds should be focused on meeting the challenge of economic restructuring making the shift to a sustainable and competitive economy, including existing programmes aimed at globalisation, education, vocational training etc. to combat unemployment and reducing social inequalities; is strongly opposed to any renationalisation; furthermore, calls for proposals to improve the absorption capacity through innovation investment and facilitating access to finance for SMEs; asks in this context the Commission to consider a new system, for instance called JERICHO (‘Joint Rural Investment CHOice’), for the Rural Development Fund which, based on the experience from the JEREMIE initiative, could provide SMEs with finance in rural areas where the market fails; believes that simplification, better application of the partnership principle and multi-level governance would improve absorption rate;
20. appelle, dans l'optique de la future politique de cohésion de l'après-2013, à une action forte dans ce domaine qui simplifie les fonds et les programmes existants, en vue d'assurer des moyens financiers adéquats et de mener une politique conforme aux objectifs de la stratégie "Europe 2020", et ce à l'échelle de l'Union; estime que les fonds devraient servir à relever le défi de la restructuration économique par une transition vers une économie durable et concurrentielle, y compris au moyen de programmes existants liés entre autres à la mondialisation, à l'éducation ou à la formation professionnelle, destinés à lutter contre le chômage et à réduire les inégalités sociales; est résolument opposé à toute renationalisation; se prononce par ailleurs en faveur de propositions destinées à améliorer la capacité d'absorption en misant pour ce faire sur l'investissement dans l'innovation et sur un meilleur accès des PME aux sources de financement; demande à cet égard à la Commission d'envisager un nouveau mécanisme pour le Fonds pour le développement rural, que l'on pourrait baptiser JERICHO (Joint Rural Investment CHOice) et qui, compte tenu de l'expérience tirée de l'initiative JEREMIE, pourrait permettre aux PME d'accéder aux financement dans les zones rurales où le marché n'est pas réalisé; est convaincu qu'une simplification, une meilleure application du principe de partenariat et une gouvernance à plusieurs niveaux sont de nature à améliorer le taux d'absorption;

The programs could be combined with retraining and community economic development initiatives, such as the $1 billion Community Adjustment Fund recently announced to help mitigate the short term impact of restructuring in these communities.
