The general objective of the Programme shall be to contribute to institutional, administrative and growth-sustaining structural reforms in the Member States by providing support to national authorities for measures aimed at reforming and strengthening institutions, governance, public administration, and economic and social sectors in response to economic and social challenges, with a view to enhancing cohesion, competitiveness, productivity, sustainable growth, job creation, and investment, in particular in the context of economic governance processes, including through assistance for the efficient, effective and transparent use of the Union funds.
Le programme a pour objectif général de contribuer aux réformes institutionnelles, aux réformes administratives et aux réformes structurelles propices à la croissance des États membres en apportant un appui aux autorités nationales pour la mise en œuvre de mesures qui visent à réformer et à consolider les institutions, la gouvernance, l'administration publique et les secteurs économique et social en réaction à des difficultés économiques et sociales, en vue de renforcer la cohésion, la compétitivité, la productivité, la croissance durable, la création d'emplois et l'investissement, en particulier dans le contexte de processus de gouvernance économique, et notamment au moyen d'une assistance à l'utilisation efficace, effective et transparente des Fonds de l'Union.

Principle 10: Support to internationalisation | Several governments support the internationalisation of SMEs, e.g. by financial support for export promotion, market access strategies and participation in trade fairs (Cyprus, Czech Republic, Denmark, Estonia, France, Ireland, Italy, Latvia, Lithuania, Malta, the Netherlands, Poland, Portugal, the Slovak Republic, Spain, Sweden and the United Kingdom) Some of them (Denmark, Slovenia) focus on high-growth companies willing to internationalise; some others have established new export promotion agencies (Luxembourg) or new support programmes (Hungary).

11. Calls on the international institutions to provide broader support to meet the need for Timor-Leste to reform of its fragile and politicised security sector, as is essential for a fully functioning democratic and secure State, through a wide consultation process and a systematic and comprehensive approach, as recommended by UN Security Council Resolution 1704(2006) and subsequent UN reports; calls on the Government of Timor-Leste to give high priority to that task; invites the Government of Timor-Leste to take advantage of the expertise in the UN Security Sector Support Unit to conduct national consultations on security sector reform; calls on the Council, the Commission and other international donors to establish a mechanism by which to improve the coordination of assistance to the security sector; calls on UNMIT to give the Security Sector Support Unit the resources and staff to assist the consultation process and comprehensive review;
11. demande aux institutions internationales de fournir un soutien accru pour couvrir les besoins du Timor-Oriental quant à une réforme de son secteur de la sécurité, qui est fragile et politisé, sachant que c'est indispensable pour le bon fonctionnement d'un État démocratique et sûr, moyennant un large processus de consultation et une approche systématique et globale, comme préconisé par la résolution 1704(2006) du Conseil de sécurité des Nations unies et dans des rapports ultérieurs des Nations unies; invite le gouvernement est-timorais à accorder un haut degré de priorité à cette tâche; invite le gouvernement est-timorais à mettre à profit l'expertise de l'unité de soutien au secteur de la sécurité des Nations unies pour mener des consultations nationales sur la réforme du secteur de la sécurité; invite le Conseil, la Commission et les autres donateurs internationaux à mettre en place un mécanisme permettant d'améliorer la coordination de l'assistance au secteur de la sécurité; invite la MINUT à doter l'unité de soutien au secteur de la sécurité des ressources et des effectifs nécessaires pour faciliter le processus de consultation et un réexamen global;

Secondly, this Communication addresses how the instruments for EU economic governance could be better interlinked in order to enhance the contribution of fiscal policy to economic growth and support progress towards realising the Lisbon strategy.
Deuxièmement, cette communication examine comment les instruments de la gouvernance économique communautaire pourraient être mieux reliés entre eux afin d'accroître la contribution de la politique budgétaire à la croissance économique et de soutenir les progrès en vue de la réalisation de la stratégie de Lisbonne.
