Construction work has been commenced without any approved regional development or environmental impact surveys having first been carried out and will have a disastrous environmental impact on two major archaeological sites situated nearby (Neolithic settlement and Egyptian shrines). Thousands of tons of concrete will be used, further damaging the environment, and the sea will be polluted by waste from hundreds of vessels resulting in a deep-sea ecological disaster since over 26 hectares of posidonia seagrass will disappear, while the quality of life of local inhabitants will suffer from the resulting socio-economic disruption.

Objections have been submitted by ecological organisations, who complain that many of the works planned under the scheme will affect areas declared as sites of Community interest by the Spanish Government, seriously threatening protected species; by trade unions and farmers' associations, who stress the negative aspects of the plan and propose a thorough revision, and by many local authorities, who have drawn attention to the inconsiderate planning of some of the diversions and their social and economic consequences for people living in the areas concerned. All these social agents have expressed the wish that the Commission should take up a position on the plan and should contact the Spanish Government urging it to correct its negative aspects.

Similarly, the EUEB, on the basis of the work carried out by the lead competent body and the ad hoc working group, shall when appropriate recommend to the Commission that the ecological criteria and related assessment and compliance verification requirements should be either prolonged, withdrawn or revised.

De même, agissant sur la base des travaux effectués par l'organisme compétent chef de file et le groupe de travail ad hoc, le CUELE indique lorsqu'il convient, par une recommandation à la Commission, que les critères écologiques et les exigences connexes pour l'évaluation et la vérification de la conformité doivent être soit prorogés, soit retirés, soit révisés.

31. When satisfied with the above preparatory work for a candidate product group and with the positive recommendation of the ad hoc working group, the EUEB shall forward the final report together with the proposals concerning the drafting of the mandate to the Commission, and shall request the Commission to initiate the procedure for setting the ecological criteria for the product group in question and to give a mandate to the EUEB that takes into account the abovementioned proposals.

Lorsqu'il est satisfait du travail préparatoire effectué pour un groupe de produits candidat et qu'il adhère à la recommandation favorable du groupe de travail ad hoc, le CUELE transmet le rapport final avec les propositions de rédaction du mandat à la Commission et lui demande d'entamer la procédure d'établissement des critères écologiques pour le groupe de produits en question et de lui donner un mandat tenant compte des propositions susmentionnées.
