Another thing I would like to comment on is that in my other life, in my day job, I work as a lawyer with a community legal clinic here in Toronto, called Parkdale Community Legal Services.

The Council’s legal service adopts the same position and considers that where the Community legislator considers that compliance with Community regulations can only be guaranteed by means of criminal sanctions, the legislator has the legal capacity to require the Member States to provide such sanctions.
