By 2020, the ERC shall therefore aim to demonstrate that the best researchers are participating in the ERC's competitions, that ERC funding has led to scientific publications of the highest quality and to research results with high societal and economic potential impact, and that the ERC has contributed significantly to making Europe a more attractive environment for the world's best scientists.

The Commission also adopted ERC-specific Decisions on implementing arrangements, in particular the ERC Grant Agreement covering frontier research projects, and associated ERC Supplementary Agreement setting out the obligations of the host organisation to the Principal Investigator [8]; and the ERC Rules for the submission of proposals and the related evaluation, selection and award procedures relevant to the Ideas Specific Programme [9].

CONSIDERS that the availability and allocation of radio frequencies is an important condition for the establishment of an internal market in radiocommunications equipment and services; 2. RECALLS its Resolution of 19 November 1992 on the implementation in the Community of European Radiocommunications Committee Decisions which inter alia invited the Commission to give full consideration in future to the mechanism of ERC decisions as the primary method of ensuring the provision of frequencies; 3. CONSIDERS it necessary to ensure that the mechanism of ERC decisions is implemented and invites the Commission to sign to that end the memorandum of understanding and the framework agreement with the ERC/ERO; 4. INVITES the Commission to submit before the end of 1994 a report evaluating the implementation of the mechanism of ERC decisions".
