Article 12 of the Agreement between the European Union and the Republic of Azerbaijan on the facilitation of the issuance of visas (‘the Agreement’) sets up a Joint Committee (the ‘Joint Committee’).

The position to be taken on behalf of the European Union within the Joint Committee set up by Article 12 of the Agreement between the European Union and the Republic of Azerbaijan on the facilitation of the issuance of visas, with regard to the adoption of common guidelines for the implementation of that Agreement, shall be based on the draft Decision of the Joint Committee attached to this Decision.

These Guidelines, adopted by the Joint Committee set up under Article 12 of the Agreement (the ‘Joint Committee’), aim at ensuring a harmonised implementation of the Agreement by the diplomatic missions and consular posts of the Member States of the Union (‘Member States’) and the Republic of Azerbaijan.

This renegotiation required close collaboration between the Commissioner for Development and Humanitarian Aid, Louis Michel, and Commissioner Borg, and I applaud this. It resulted in the setting up of a Joint Committee, which has, in agreement with the Islamic Republic of Mauritania, come up with an agreement that now satisfies both parties: the European Union and the Republic of Mauritania.

At the same time, however, I would like to emphasise that the Government of the Slovak Republic is thoroughly investigating the incidents that have occurred in the Slovak Republic; the Minister of the Interior has briefed the relevant parliamentary committee on the progress of these investigations and I also want to assure you that in its declaration the Government of the Slovak Republic has clearly declared and emphasised that it will adhere to, support and promote all civil rights, including the rights of national minorities.
