The delay in completing the draft of the Convention was also partially due to disinterest on the part of many of the UN Member States, who were involved in the negotiations surrounding the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment[71] at the same time.[72] Negotiations on the Convention on the Rights of the Child did not begin in earnest until 1983.
