The main priority is indeed to increase the number of organ donations in Europe and, therefore, of course, at the same time, to make European men and women more aware of donation, as the disparities speak for themselves, they are quite blatant: there are 34 deceased donors per million inhabitants in Spain, 27 in my country, Belgium, and just one single donor in Romania. Therefore, we also have to educate people about this issue of donation; enable potential donors to access information; break down administrative barriers, which is essential; establish throughout the 27 Member States a national authority in charge of controlling the quality and safety of organs, from extraction from the donor to transplantation; and then also inspire – as has been said – better examples of organisation, such as exist, once again, in Spain, where progress is linked to a kind of early warning system, a constant warning throughout the chain, from the death of the donor to transplantation.

Emphasises that living donation should be seen as complementary to post-mortem donations; advises the Member States to allow living donation only among family members, close relatives and between spouses and people with whom the donor has a close personal relationship, owing to the implicit danger of exploitation; insists that especially Member States that extend living donation to groups where there is no personal relationship must have strict regulations in place to prevent any kind of pressure being exerted or payment being made for the donation;

(ka) ‘Voluntary unpaid donation’ shall mean the donation of blood or blood components by a person of his/her own free will and without receiving payment in cash or in kind in return which could be considered a substitute for money. This also includes time off work reasonably required for donation and travel. Small tokens, gratuities, refreshments and the reimbursement of direct costs and direct travel expenses are compatible with the voluntary and unpaid donation of blood.
k bis) "don de sang volontaire non rémunéré": tout don de sang ou de composants sanguins fait par une personne de sa propre volonté et sans contrepartie de paiement en espèces ou en nature qui pourrait être considérée comme une compensation financière – cette définition englobant également le temps pris sur le temps de travail raisonnablement nécessaire au don propre et au déplacement, tandis que les petites primes et gratifications, les rafraîchissements et le remboursement des dépenses et des frais de transport effectifs sont compatibles avec le don de sang volontaire non rémunéré.
