EBA shall develop draft regulatory technical standards specifying the framework for cooperation, and for the exchange of information, between the competent authorities of the home Member State and of the host Member State in accordance with this Title and to monitor compliance with the provisions of national law transposing Titles III and IV. The draft regulatory technical standards shall specify the method, means and details of cooperation in the supervision of payment institutions operating on a cross-border basis and, in particular, the scope and treatment of information to be exchanged, to ensure consistent and efficient supervision of payment institutions exercising cross-border provision of payment services.

The examination procedure should be used for the adoption of a common leaflet on Dublin/Eurodac, as well as a specific leaflet for unaccompanied minors; of a standard form for the exchange of relevant information on unaccompanied minors; of uniform conditions for the consultation and exchange of information on minors and dependent persons; of uniform conditions on the preparation and submission of take charge and take back requests; of two lists of relevant elements of proof and circumstantial evidence, and the periodical revision thereof; of a laissez passer; of uniform conditions for the consultation and exchange of information regarding transfers; of a standard form for the exchange of data before a transfer; of a common health certificate; of uniform conditions and practical arrangements for the exchange of information on a person’s health data before a transfer, and of secure electronic transmission channels for the transmission of requests.

That the main aim of the updated eEurope 2005 Action Plan is to fine-tune the existing actions and strengthen the implementation mechanisms in order to speed up progress in five key areas (broadband, on-line public services, e-business, e-inclusion and benchmarking) as part of the Lisbon strategy. That on-line public services (eGovernment, eHealth and eLearning) make an important contribution to the Lisbon process by acting as a catalyst for growth, efficiency and innovation, and that there is a need to increase the impact of bringing public services on-line by enhancing interoperability, the exchange of good practice and pan-European co-operation. That interoperability, including open standards and open platforms, is of utmost importance for the effective deployment and use of ICT in all sectors, notably in the pan-European and national work for the development and implementation of eGovernment services.
