To continue with what I was saying before, if you have a unit that has a requirement for 15 majors and some of them must be bilingual, the military doesn't take the time and the effort to make sure that Pierre Lemieux, bilingual officer, is tagged against that specific bilingual position, because it doesn't really matter in that sense.
