During our presentation we would like to address three issues that are important to our industry and its members at this time: the federal government's deficit elimination and debt reduction strategy; amending the Interest Act to allow consumers the right to prepay a mortgage under fair terms and with a fair penalty for prepaying; and the proposed seniors' benefit and the financial penalty it will impose on seniors who use RRSPs for retirement income.

Lawrence MacAulay: With regard to the Department of Fisheries and Oceans’ Deficit Reduction Action Plan Track 24: Prioritization and Restructuring Habitat Management and Associated Ecosystems Management Activities: (a) what is the government’s objective with regard to this Track; (b) how many employees have been eliminated to date due to this objective and what are their positions and locations; (c) how many employees will be eliminated in total and what are their positions and locations; (d) has the government done an analysis on what effects this reduction in funding, combined with the government’s changes to the Fisheries Act and regulatory changes authorizing the deposit of deleterious substances will have on Canada’s marine environments and fish habitat and, if so, what are the findings of any such analysis; (e) what are the internal tracking numbers for any documents, briefing materials, or communications from provincial governments and key stakeholders regarding this Track provided to senior government officials at the level of Director General or above; (f) what is the total budget reduction of the Track in (i) 2014-2015, (ii) beyond; (g) has the government developed the regulations, policies, and tools needed to implement these changes and, if so, what are the details; (h) what is the government’s definition of a practical, common-sense approach to managing threats to Canada’s recreational, commercial, and Aboriginal fisheries and the fish habitat on which they depend; and (i) since this Track has begun to be implemented has the government had any instances of failure in its objective for no net loss to fish habitat and, if so, what are all associated details?

What is relevant is the fact that we went to the voters and said: ``We cannot act irresponsibly and promise the elimination of the deficit. We cannot act irresponsibly and say that the country's financial crisis is likely to be eliminated simply by economic growth'' as was promised.

The position on 1 January 1986 On 1 January 1986, the ESF had accumulated a deficit of 2 890 million ECU representing part of the commitments made by the Commission between 1978 and 1985 for which second phase payments had not yet been made (supplement to the advance payment granted. This amount, which was the culmination of a long process, exceeded the annual budget of the ESF and jeopardized its financial soundness and credibility. Graph NO 1 shows the trend from 1979 to 1 January 1986 of those parts of commitment appropriations still to be paid at the end of each financial year. These amounts constitute what is known as the "legacy of the past". Table 1 shows the structure by year of the commitments of the accumulated "legacy of the past" up to 1 January 1986. The clearing plan and its execution In view of this highly unsatisfactory situation which was having a negative effect on the management and finances of the ESF, the Commission, acting on a proposal by the Vice-President Marin, decided in 1986 to adopt a plan specifically to eliminate the legacy of the past in three years (1986-1988).
