In particular, the delegated acts should be adopted in respect of the extension of the scope of certain provisions of this Regulation to third-country central banks, specific details concerning definitions, specific cost-related provisions related to the availability of market data, access to quotes, the sizes at or below which a firm shall enter into transactions with any other client to whom a quote is available, portfolio compression and the further determination of when there is a significant investor protection concern or a threat to investor protection, the orderly functioning and integrity of financial markets or commodity markets or to the stability of the whole or part of the financial system of the Union may warrant ESMA, EBA or competent authorities’ action, position management powers of ESMA, the extension of the transitional period under Article 35(5) of this Regulation for a certain period of time and in respect of the exclusion of exchange-traded derivatives from the scope of certain provisions of this Regulation for a certain period of time.

Specifically, the amendments include the following: an additional objective for CMHC of ensuring that its commercial activities promote and contribute to the stability of the financial system, including the housing market; legislative and regulatory powers given to the Minister of Finance in respect of CMHC's securitization programs; powers given to the Superintendent of Financial Institutions to review and monitor the safety and soundness of CMHC's commercial activities and to report to the CMHC board of directors and HRSDC; and the addition of the deputy minister of human resources and skills development and the deputy minister of finance as ex-officio members of CMHC's board of directors.
