Since the start of its mandate, the Commission has presented several legislative proposals to implement the Pillar at EU level, including recently a proposal to improve the work-life balance of working parents and carers. The Commission also launched two social partner consultations – one to modernise the rules on labour contracts, and another one on access to social protection for all.

As laid down in Article 154 TFEU, the Commission has the duty to consult European social partners prior to presenting any legislative proposal in the social field (The range of issues is set out in Article 153 of the Treaty, for example working conditions, social security and social protection.) The consultation must follow a compulsory two-stage procedure.

The Presidency pointed out that the social agenda had been discussed for the first time on 8 July, at the informal meeting of Ministers for Employment and Social Affairs in Paris, and that since then a vast consultation exercise had been undertaken with the Member States, the European Parliament, the Economic and Social Committee, the Committee of the Regions, the Standing Committee on Employment, the High-level Working Party on Social Protection and the Education Committee the social partners being fully involved in the exercise.

The European Commission has today decided to consult the social partners at European level on the possible content of legislation to ensure the protection of the health and safety as regards working time, of all employees currently excluded from the Working Time Directive.
