On the international scene, we have just held two meetings that were resounding successes: the fourth annual conference of the Inter-American Union of Electoral Organizations, UNIORE, and just recently, last week in fact, the first meeting of the Global Electoral Organization Network, to which some of your members have been invited.

3. Acknowledges the importance of acting against climate change and the potential stability and security threat it poses, as well as the importance of climate diplomacy, with a view to the Paris Climate Conference; calls on the European External Action Service (EEAS) to step up diplomacy on climate policy goals in order to build support for a comprehensive, ambitious, transparent, dynamic and legally binding agreement to limit global warming to 2°C; stresses, in accordance with the climate and international obligations and the principles of the UNFCCC, the importance of the EU as an important player in climate diplomacy, and emphasises the need to speak with one voice; calls in this context for the enhancement of the intra-European dialogue with a view to coming up with common position, in particular in regard to the key points of negotiations; calls on the Member States to coordinate their positions in this regard with those of the EU; underlines that the EU and the Member States have an enormous foreign policy capacity, and must show leadership in the area of climate diplomacy and mobilise this network in order to find common ground on the main topics to be agreed on in Paris, namely mitigation, adaptation, finance, technology development and transfer, transparency of action and support, and capacity-building; calls on the parties involved in the environmental aspects of EU trade negotiations, and especially the ongoing Transatlantic Trade and Investment Partnership (TTIP) negotiations, to take account of the conclusions of the Paris Climate Conference;
3. reconnaît l'importance de la lutte contre le changement climatique et de la menace qu'il peut représenter pour la stabilité et la sécurité, ainsi que de la diplomatie en matière de climat dans la perspective de la conférence de Paris sur le climat; invite le Service européen pour l'action extérieure (SEAE) à intensifier son action diplomatique en vue de la réalisation des objectifs en matière de climat afin de susciter l'adhésion à un accord détaillé, ambitieux, transparent, dynamique et juridiquement contraignant pour limiter le réchauffement climatique à 2°C; met l'accent, au regard des engagements contractés à l'échelle internationale en matière climat et des principes de la CCNUCC, sur l'importance de l'Union en tant qu'acteur majeur de la diplomatie du changement climatique, et souligne qu'il convient de parler d'une seule voix; préconise, dans ce contexte, de renforcer le dialogue intra-européen pour faire émerger une position commune, notamment sur les points clés des négociations; invite les États membres à coordonner leur position à cet égard avec celle de l'Union; souligne que l'Union et les États membres disposent de ressources considérables en matière de politique étrangère et doivent montrer la voie à suivre dans le domaine de la diplomatie climatique et mobiliser ce réseau afin de trouver un terrain d'entente sur les grands thèmes qui devront faire l'objet d'un accord à Paris, à savoir l'atténuation, l'adaptation, le financement, la mise au point et le transfert de technologies, la transparence des mesures et des aides, ainsi que le développement des capacités; invite les parties concernées par le volet environnemental des négociations commerciales menées par l'Union, notamment celles en cours sur le partenariat transatlantique de commerce et d'investissement (PTCI), à prendre en considération les conclusions de la conférence de Paris sur le climat;

T. whereas the RMG sector is prominently dominated by large retailers, branded manufacturers and marketers which control global production networks and directly stipulate supply specifications; whereas clothing and textile manufacturers, in the context of a globalised industry, often have no choice but to accept lower prices, increase quality standards, shorten delivery times, reduce minimum quantities and take on as much risk as possible; whereas there are severe shortcomings in transparency and traceability in the global supply chain; whereas decent work in the global supply chain will be a key point on the agenda of the 2016 ILO Conference;

In response to the changing challenges, the Union has updated its priorities for network and information security policy in a number of documents, including the 2006 Commission Communication A strategy for a Secure Information Society — Dialogue, partnership and empowerment, the Council Resolution of 2007 on a Strategy for a Secure Information Society in Europe, the 2009 Communication Critical Information Infrastructure Protection – ‘Protecting Europe from large scale cyber-attacks and disruptions: enhancing preparedness, security and resilience’, the 2009 Presidency Conclusions of the Ministerial Conference on Critical Information Infrastructure Protection (CIIP) in Tallinn, the Council Resolution of 2009 on a collaborative European approach to Network and Information Security, the 2011 Presidency Statement following the Ministerial Conference on CIIP in Balatonfüred and the 2011 Council conclusions on Critical Information Infrastructure Protection "Achievements and next steps: towards global cyber-security".

Elections Canada has an excellent reputation around the world, as well, whether it is organizing elections in democratic development in Afghanistan, or working on the bill of electoral rights for people with disabilities, or participating with other electoral organizations around the world in conferences, in capacity building, or the ACE Electoral Knowledge Network Program of which Elections Canada is part, or the work that it has done in Iraq to develop the democratic development and the electoral process there.
