(15) In order to implement the international agreements providing for the reduction or phasing out of import duties on processed agricultural products on the basis of specific agricultural products used or considered to have been used in the manufacturing of the processed agricultural products, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of the establishment of a list of those agricultural products which are to be considered to have been used in the manufacture of the processed agricultural products , the establishment of the equivalent quantities and the rules for the conversion of other agricultural products to equivalent quantities of the specific agricultural products considered to have been used , the elements necessary for the calculation of the reduced agricultural component and the reduced additional duties and the methods of that calculation, and the negligible amounts for which the reduced agricultural components and the additional duties on sugar and flour are to be fixed at zero.
(15) Afin de mettre en œuvre les accords internationaux prévoyant la réduction ou l'élimination progressive des droits à l'importation sur les produits agricoles transformés sur la base de produits agricoles spécifiques utilisés ou considérés comme ayant été utilisés dans la fabrication des produits agricoles transformés, le pouvoir d'adopter des actes conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne devrait être délégué à la Commission en vue de l'établissement d'une liste des produits agricoles devant être considérés comme ayant été utilisés dans la fabrication des produits agricoles transformés ainsi que de l'établissement des quantités équivalentes et des règles de conversion d'autres produits agricoles en quantités équivalentes des produits agricoles spécifiques considérés comme ayant été utilisés , des éléments nécessaires pour le calcul de l'élément agricole réduit et des droits additionnels réduits et des méthodes de ce calcul et des montants de faible incidence pour lesquels les éléments agricoles réduits et les droits additionnels réduits sur le sucre et la farine doivent être fixés à zéro.

2. Where an international agreement concluded or provisionally applied by the Union in accordance with the TFEU provides for a reduction or phasing out of the agricultural components with regard to the products listed in Table 2 of Annex I to this Regulation, the duty consisting of the agricultural component, which is part of the ad valorem duty, shall be replaced by a non ad valorem agricultural component.
2. The fibre composition shall be indicated by stating the composition of the whole product or, either inclusively or separately, the composition of the various components of the products. Such labelling shall not be compulsory for components representing less than 10 % of the total weight of the product.

(d) The integration of components into a product does not automatically guarantee that such a component cannot be transferred as such in a later stage Therefore, the Member States should refrain from imposing any export limitations only if the recipient of transfers declares that the sub-systems or components subject to a transfer licence are integrated into its own products in such a way that prevents them to be transferred or even exported to a third country at a later stage as such (Amendments to article 4, paragraph 6).

Without prejudice to paragraph 6, written authorisation may be required before the commencement of clinical trials for such trials on medicinal products which do not have a marketing authorisation within the meaning of Directive 65/65/EEC and are referred to in Part A of the Annex to Regulation (EEC) No 2309/93, and other medicinal products with special characteristics, such as medicinal products whose active ingredient(s) is a biological product of human or animal origin, or contains biological components of human or animal origin, or manufacturing of which requires such components.
