(93) In order to supplement and amend certain non-essential elements of this Regulation, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of the identification of the period of time and of the relevant starting or ending dates of the period of time with regard to the admissibility criteria of applications, adjusting the percentages concerning the indicative distribution of funds among the objectives under direct management, the definition of eligible operations and costs for hygiene, health and safety-related investments and investments concerning working conditions, on board or in individual equipment, the definition of eligible costs of operations to protect and restore marine biodiversity and ecosystems in the framework of sustainable fishing activities, the definition of costs eligible for support with regard to investments in equipment or on board aimed at reducing the emission of pollutants or green-house gases and increasing the energy efficiency of fishing vessels, the definition of the criteria for calculation of the additional costs resulting from the specific handicaps of outermost regions, the definition of the cases of non-compliance by Member States which can trigger interruption of the payment deadline or suspension of payments, the definition of the criteria for establishing the level of financial correction to be applied and the criteria for applying flat rates or extrapolated financial corrections and the definition of the content and construction of the common monitoring and evaluation system.

That is why the financial system review act seeks to build on, not rebuild, that solid foundation with a proposed legislative package that includes measures to: better focus financial institutions legislation to support financial stability and guarantee Canada's financial institutions keep operating in a competitive, effective and stable environment; fine-tune the consumer protection framework, including further improving the Financial Consumer Agency of Canada's powers; and reduce the administrative red tape on financial institutions to enhance efficiency and add regulatory flexibility.

Notes that the Common Support Service has been established by a number of agencies for the purpose of adapting financial management information systems in order to make them compatible with those used by the Commission; notes that the contributions to that Service were managed outside the agencies' budget systems (paragraph 10.27 of the 2005 annual report); takes the view - as did the Court - that such cooperation should not disregard the budgetary principles of unity and transparency and that such contributions to the Common Support Service should thus be treated as assigned revenue included in the agencies' budget systems;

(4) While Council Regulation (EC) No 2007/2004 of 26 October 2004 establishing a European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union constitutes an important step towards the progressive development of the operational dimension of the European common-integrated-border management system, the implementation of effective and common standards for control and surveillance of the external borders calls for a Community financial solidarity mechanism in order to support the Member States who bear, for the benefit of the Community, a lasting and heavy financial burden.
(4) Alors que le règlement (CE) n° 2007/2004 du Conseil du 26 octobre 2004 portant création d'une Agence européenne pour la gestion de la coopération opérationnelle aux frontières extérieures des États membres de l'Union européenne constitue une étape importante vers le développement progressif de la dimension opérationnelle du système européen commun de gestion intégrée des frontières, la mise en œuvre de normes effectives et communes en matière de contrôle et de surveillance des frontières extérieures passe par un mécanisme communautaire de solidarité financière visant à soutenir les États membres qui supportent, au profit de la Communauté, une charge financière durable et lourde.

When removed from their communities, individuals are separated from their natural support systems and informal care networks, those things that provide the kind of financial, emotional and social supports essential for recovery but not found in the formal treatment system.

Bringing together existing functions and adding new ones, a Central Financial Service, operating under the responsibility of the Budget Commissioner, will define the financial rules and procedures, provide advice to operational departments and develop and manage common financial management information systems.
