W. whereas the EU Alcohol Strategy has been successful in supporting Member States’ actions to reduce alcohol-abuse-related harm, in particular through the sharing of best practices in areas such as the protection of young people, reducing alcohol-abuse-related road accidents, awareness-raising education on alcohol consumption, and a common database and monitoring at EU level, as well as in enhancing the coordination between the Commission and Member States which ultimately led to the development of the Action Plan on Youth Drinking and Heavy Episodic Drinking (2014-2016) by the Committee for National Alcohol Policy and Action (CNAPA);

In addition, taking into account the resolution of the European Parliament of 5 September 2007 on an European Union strategy to support Member States in reducing alcohol-related harm , the opinion of the European Economic and Social Committee , the work of the Commission, and general public concern about alcohol-related harm especially to young and vulnerable consumers, the Commission, after consultation with stakeholders and the Member States, should consider the need for a definition of beverages such as ‘alcopops’, which are specifically targeted at young people.
En outre, compte tenu de la résolution du Parlement européen du 5 septembre 2007 sur une stratégie de l’Union européenne pour aider les États membres à réduire les dommages liés à l’alcool , de l’avis du Comité économique et social européen , des travaux de la Commission et de la préoccupation du grand public au sujet des effets nocifs de l’alcool, en particulier sur les consommateurs jeunes ou vulnérables, la Commission, après consultation des parties prenantes et des États membres, devrait étudier la nécessité de définir les mélanges alcoolisés spécialement destinés aux jeunes, tels que les «alcopops».

- preparation for the establishment of the Committee on Data Collection, Indicators and Definitions, which will work towards providing comparable and regularly updated data on alcohol consumption, drinking patterns and alcohol-related harm, as well as on common indicators and definitions.

Underlines that the estimated changes to the establishment plans of the Parliament, the European Economic and Social Committee and the Committee of the Regions, related to the interinstitutional cooperation agreement being under negotiation, are directly linked to and, consequently, are subject to bringing the political agreement to a final conclusion; is of the opinion that the result of this cooperation can be a gradual transfer of qualified personnel from the Committees' translation services to Parliament's new DG for Parliamentary Research Services (including the respective increase of its establishment plan) of up to 80 posts on a voluntary basis and the respective deletion of a proportionate number of posts in the Committees' establishment plans in the year following the staff transfer;

When Parliament is informed that the Commission has been invited to submit a proposal for a legal act under Article 11(4) of the EU Treaty, the Committee on Petitions shall ascertain whether this is likely to affect its work and, if need be, shall inform those petitioners who have addressed a petition on related subjects.
