156. Calls on the Member States to increase their cooperation on the information exchange mechanism with regard to intergovernmental agreements (IGAs) with third countries in the field of energy, in order to increase transparency and leverage their negotiating power vis-à-vis third countries; calls on the Commission to swiftly develop a proposal for obligatory ex ante evaluations of IGAs with regard to their impact on the EU’s internal energy market and their compatibility with EU law; calls on the Member States to request the participation of the Commission in the negotiation of energy agreements with non-EU countries; calls on the Commission to develop a template for energy agreements with non-EU countries including clauses relevant to Union interests; calls, in the interest of promoting democracy and transparency, for Parliament to be kept informed by the Commission on a regular basis on energy agreements between the EU and non-EU countries; believes that consideration should be given to the possibility of Member States wishing to do so establishing a collective purchasing mechanism for energy sources in the future;

Why are we here if we are not allowed to be accountable to our voters, constituents and taxpayers over the money that they give us in good faith to spend, through the Commission, on international development?

21. Underlines the fact that late and incorrect implementation deprives consumers and undertakings of their rights, causes harm to the European economy and undermines confidence in the Internal Market; calls on the Commission to develop indicators measuring the costs incurred by citizens and industry as a result of late and incorrect transposition, and calls on the Commission also to develop indicators reflecting the relationship between transposition performance and infringement proceedings brought against Member States;
21. souligne qu'une mise en œuvre tardive ou incorrecte constitue, tant pour les citoyens que pour les entreprises, une privation de leurs droits, porte préjudice à l'économie européenne et sape la confiance accordée au marché intérieur et demande à la Commission de concevoir des indicateurs mesurant les coûts, pour les citoyens et pour l'économie, qu'entraîne une transposition tardive ou incorrecte; demande également à la Commission d'élaborer des indicateurs qui reflètent la relation entre la performance en matière de transposition et les procédures d'infraction engagées contre des États membres;

Is convinced that the country has become a test case for international development assistance and bi- and multilateral cooperation; stresses the need for the international community to continue to work with the Afghan Government and the people of Afghanistan in order to demonstrate its ability to end the vicious circle of violence and poverty and to give the country the prospect of sustainable peace and development; calls on the Council and the Commission to bring forward an initiative for an international council comprising the main donors and UN organisations, possibly led by the United Nations Assistance Mission in Afghanistan and based on the concept of the UN Peacebuilding Commission, in order to harmonise the different reconstruction efforts in Afghanistan;
2. est convaincu que le pays est à présent utilisé pour évaluer le succès de l'aide internationale au développement et de la coopération bilatérale et multilatérale; souligne la nécessité pour la communauté internationale de continuer à travailler avec le gouvernement afghan et le peuple d'Afghanistan, afin de faire la preuve de cette capacité de mettre fin au cercle vicieux de la violence et de la pauvreté, et de donner au pays la perspective d'une paix et d'un développement durables; invite le Conseil et la Commission à présenter une initiative en vue de constituer un conseil international composé des principaux donateurs et organisations des Nations unies, dirigé éventuellement par la Mission d'assistance des Nations unies en Afghanistan, sur la base du concept de la commission de consolidation de la paix des Nations unies, afin d'harmoniser les différents efforts de reconstruction en Afghanistan;
