(25) Whereas reinforced checks should apply to all commercial consignments of fresh meat of bovine animals moving into, through or from the territory of the United Kingdom; whereas it is appropriate to require that all such consignments be sealed and unsealed by the competent authority and accompanied by veterinary certificates and, in the case of intra-Community trade, to require an official notification of the dispatch of a consignment by means of the ANIMO system as referred to in Commission Decision 91/398/EEC of 19 July 1991 on a computerised network linking veterinary authorities (ANIMO) (10), or by fax;
