Par suite, il y a lieu de rejeter comme non fondés les griefs que le requérant rattache à la prétendue absence de stabilité du jury, à savoir le grief tiré de ce que le jury aurait violé le prétendu droit du requérant à être évalué par un nombre significatif de membres du jury, le grief tiré de ce que le jury aurait procédé à une appréciation comparative très partielle de l’ensemble des candidats et le grief tiré de ce que la fluctuation de la composition du jury n’aurait pas été compensée par une présence permanente du président ou du vice-président du jury.

If the Chairman is unable to sign the decision or to carry out other remaining procedural steps, the longer serving of the other members deciding the appeal, or, where those other members have the same length of service on the Board of Appeal, the older member shall carry out those steps on behalf of the Chairman.
