On civil protection, the revision of Council Decision establishing a Community civil protection mechanism and the new civil protection Financial Instrument, will improve mobilisation and coordination of civil protection assistance in the event of major emergencies inside or outside the EU.

1. This Decision establishes a Civil Protection Financial Instrument (the Instrument) to support and complement the efforts of the Member States for the protection, primarily of people but also of the environment and property, including cultural heritage, in the event of natural and man-made disasters, acts of terrorism and technological, radiological or environmental accidents and to facilitate reinforced cooperation between the Member States in the field of civil protection.

La présente décision institue un instrument financier pour la protection civile («l'instrument»), destiné à soutenir et à compléter les efforts déployés par les États membres pour protéger principalement les personnes, mais aussi l'environnement et les biens, y compris le patrimoine culturel, en cas de catastrophes naturelles ou causées par les activités humaines, d'actes terroristes ou d'accidents technologiques, radiologiques ou environnementaux et à favoriser le renforcement de la coopération entre les États membres dans le domaine de la protection civile.

It is necessary to establish a civil protection financial instrument (the Instrument) under which financial assistance may be given, both as a contribution to improving the effectiveness of response to major emergencies, in particular in the context of Decision 2001/792/EC, Euratom, and to enhancing preventive and preparedness measures for all kinds of emergencies such as natural and man-made disasters, acts of terrorism including chemical, biological, radiological and nuclear terrorism, and technological, radiological or environmental accidents, including the continuation of measures that were previously taken under Decision 1999/847/EC.
Il est nécessaire d'instituer un instrument financier de la protection civile (ci-après dénommé «instrument») au titre duquel une aide financière puisse être accordée pour contribuer à la fois à accroître l'efficacité de la réaction aux urgences majeures, en particulier dans le cadre de la décision 2001/792/CE, Euratom, et à renforcer les mesures de prévention et de préparation à prendre pour faire face à des situations d'urgence de toutes sortes telles que les catastrophes naturelles ou causées par l'homme, les actes terroristes — y compris le terrorisme chimique, biologique, radiologique ou nucléaire — et les accidents technologiques, radiologiques ou environnementaux, notamment par la poursuite des mesures prises antérieurement au titre de la décision 1999/847/CE.
