In its conclusions adopted on 3 April 2017, the Council underlined that the European Union will continue to actively engage in the processes leading to the elaboration of the Global Compact on Refugees and Global Compact on Migration, following the adoption of the New York Declaration for Refugees and Migrants in September 2016 In this context, the Council reaffirmed the need to protect all refugee and migrant children, regardless of their status, and give primary consideration at all times to the best interests of the child, including unaccompanied children and those separated from their families, in full compliance with the UN Convention on the Rights of the Child and its Optional Protocols.
Dans les conclusions qu’il a adoptées le 3 avril 2017, le Conseil a souligné que l’Union européenne continuera à participer activement aux processus conduisant à l'élaboration du pacte mondial sur les réfugiés et du pacte mondial sur les migrations, à la suite de l’adoption de la déclaration de New York pour les réfugiés et les migrants en septembre 2016. Through these strengthened efforts, the EU and its Member States will actively support the further implementation of the joint 2015 Valletta Action Plan and the elaboration of the UN Global Compacts on Migration and Refugees, as called for by the 2016 New York Declaration for Refugees and Migrants.

More detailed data on all children in migration are needed to inform policy development and better target support services and to plan for contingencies in line with the New York Declaration for Refugees and Migrants of 19 September 2016 To this end, the Commission’s Knowledge Centre on Migration and Demography will compile a data repository on children in migration By the end of 2017, the Commission will also launch consultations on possible improvements to current EU-level data collection related to children and migration including based on the Migration Statistics Regulation and the 2011 Guidelines with a view to improving the coverage, availability and level of disaggregation of these data

The Chair: One of your colleagues gave a note saying that before the Cartagena declaration on refugees, representatives to the international delegations civil societies, NGOs, the Catholic church, municipalities, and the private sector all gave submissions to the international delegations, and the statement was heard by the donor countries but was not adequately addressed in the Cartagena declaration finalized by donors the next day.

The group was heavily involved in the drafting of the Cartagena declaration, which was approved by all participants at the meeting on international coordination and cooperation for Colombia on February 3 in Cartagena.

I suppose I'll be echoing some concerns of others, but I find it difficult to understand—perhaps with a little more explanation we can all understand a little better—how so many countries can gather together for the Cartagena declaration and come up with a declaration loaded with statements reaffirming support, recognizing the advances, and going on and on giving the impression that there have been real advances made from 25 years of Canada's contribution and 50 years of international contribution into circumstances of the situation.

[Translation] We acknowledged the importance of disarmament, demobilization and re-insertion of the illegal armed groups, but the international community also made very clear that we need a satisfactory legal framework, as expressed in the Cartagena Declaration, before we can consider any financing support, be it to the operations of the OAS office in Colombia or to any other proposal from the Colombian government.
